The Contracting Authority is seeking to appoint a suitably qualified contractor to deliver the overall management, design, engineering, procurement, construction, installation and all testing, commissioning and validation of a Biomass Import and Storage and Outloading to Rail, facility. The biomass will be wood pellets. TheBiomass Import and Storage and Outloading to Rail facilities (BIStOR) will consist of the following elements (This is not a comprehensive list but reflects the key elements).

The quay side facility for the unloading of Biomass material from vessels. The scope may consist of but not limited to, specification, supply and installation of vessel discharge equipment, any required rails and associated foundations, construction related activities necessary to accommodate discharge equipment.

The Biomass material transfer (conveyor) systems, transporting material from vessel discharge system to the storage facility, and from the storage facility to the train and road transport loading area, construction activities necessary to accommodate the transfer system. Also included will be all required control and automation systems, all fire detection and suppression systems.

The Biomass storage facility. The scope may consist of but not limited to, the full design, engineering and construction of the storage structures, all associated infrastructure requirements (power, water, drainage, roads, lighting) Also included will be, all required control and automation systems, all fire detection and suppression systems.

The train and road transport loading facilities. The scope may consist of but not limited to, specification, supply and installation the train and road transport loading facilities equipment, construction related activities necessary to accommodate discharge equipment. Also included will be, all required control and automation systems, all fire detection and suppression systems.

Rail track and related signalling works on the The Mersey Docks and Harbour Company Ltd private rail sidings. The scope may consist of but not limited to, the lifting and realigning of rail track, the laying of new track, signalling works, construction related activities.

All works will be designed to be ATEX and DSEAR compliant, and compliant with all other statutory requirements as a minimum

This contract will be let as a single contract. The full scope of the contract may be designed and delivered in either one phase or in two phases. If in two phases, the phases may run sequentially, however there is a potential that there will be an element of overlap in the design and delivery of the phases

The development will be located at Liverpool Docks, Liverpool.
