Sport England as the contracting authority is inviting tenders for service providers to sit on a framework contract to support its work on the Sport England Community Asset Fund and building capability and capacity in the CVSE Sector (the Services). Sport England is seeking through this tendering process to set up a supply framework with suitably capable contractors to provide these services for an initial term of 24 months with a unilateral option of Sport England to extend for further periods up to a maximum of 12 months.
The framework will be capped at a maximum value of £900,000 (ex VAT) over 3 years, initial term of framework is 24 months. The scope of works required are varied but can best be described as building capability and capacity in the CVSE sector in support of community groups seeking to take on a physical asset from which to deliver opportunities to be more physically active.

Should the option to extend the services be enforced, Sport England will provide no later than 30 days’ written notice to the service providers.
The scope of works required are varied but can best be described as building capability and capacity in the CVSE sector in support of community groups seeking to take on a physical asset from which to deliver opportunities to be more physically active. This could be an existing sports club who wish to take on a facility to offer more opportunities to play sport through to supporting a community group to take on a non-sports building as a community asset transfer. The services required will range from early stage support of a group to assist them to create an organisation, through building their capability and capacity to develop and submit a business plan in support of taking on a facility or securing funding to do so. Finally, through to post award support to embed monitoring and measurement systems to enable the organisation to demonstrate the social impact it is achieving. Whilst it is difficult to estimate volumes of work, it is likely that 20 % will be helping groups to form; 40 % will be assistance with embedding systems and procedures including a business plan which is robust, fit for purpose and most importantly used to manage the business, with 20 % looking at aspects post award around establishing measurement systems to capture and report the social impact being achieved.
