It is a public service contract for the purpose of designating a design office for the construction of a tunnel and the exit hopper on parking lot C as part of the completion of the connecting road, whose mission will consist of three sections (one firm, the other two conditional):
1°/A firm section aimed at project studies and the constitution of the implementation file: stability studies, execution plans, detailed quantities measurements; descriptions; summaries, the specifications for the construction work of a tunnel and the exit hopper on the parking lot C as part of the completion of the connecting road. The first (firm) slice is estimated at 100 calendar days.
2°/ A conditional instalment for the preparation of tender documents, the analysis of the tenders received and the designation (s) of the contractor (s) of the works
The second (conditional) tranche is estimated to be 10 days for the submission of the award documents and 20 days for the submission of the comparative table of tenders.
3°/ A conditional instalment aimed at the control of the execution of the works, assistance in project management and the precise verification of declarations of claims.
1°/ Tranche 1 (estimated at 100 calendar days): Project studies and constitution of the execution file
The file shall be accompanied by all the documents necessary to allow the start of the contract award procedure.
This phase consists in particular of:
- Consultation with all project stakeholders: technical services in the municipality of Grimbergen, the Flemish Region, the City of Brussels, dealers (Vivaqua, Sibelga, Fluxys, etc...)
- The elaboration of the technical file for execution;
- The drafting of special specifications and measurements, in two languages (French/Dutch);
- Elaboration of a forecast planning and phasing of the site, as well as the updated detailed estimate.
It is clear from the responsibility of the contractor to coordinate the entire bid file with the health safety coordinator.
2°/ Unit 2 (estimated at 10 calendar days for the delivery of award documents and 20 calendar days for the submission of the comparative table of tenders) Preparation of award documents, analysis of tenders received and designation (s) of the contractor (s) of the works contractor (s)
The award phase of the work contract includes, among other things, the following steps:
- Assistance to the contractor in all operations to call for competition of works;
- Providing contractors with all the technical information necessary for the preparation of bids (including attending the prior bidding visit);
- Assists the adjudicator in answering any questions asked;
- Thorough verification of the regularity of the tenders submitted (where appropriate, the adjudicator must be informed of the need to question some of them about the abnormal nature of their offer or prices);
- Preparation of the comparative table of tenders and of the price analysis report (control of arithmetic operations and correction of material errors, repair of bidders' omissions, analysis of metric errors and omissions reported by bidders, establishment of a “classification basis” table and the table “basis of command” etc.);
- Examination and analysis of tenders, including variants, as well as the request for possible price justifications;
- Proposal and justification of the choice of the contractor to the Client who makes the award decision;
- Participation in negotiations with the contracting companies, if necessary.
3°/ Unit 3: Supervision of the execution of the works, assistance in project management and precise verification of declarations of claims
With regard to the execution of the work, the contractor's services include, in particular:
• The establishment at appropriate scales of detail plans and slips to be provided to the contractor as the work progresses;
• Control of detail plans, execution plans and other documents that constitute a burden on the company, in order to enable the adjudicator to approve them in full knowledge of the facts;
• Assistance to the Client within the framework of his general management of works;
• Periodic inspection of the site with drafting of a visit report;

Unit 3 will also include operations for the receipt of work.
