The subject of the award is sales services in stationary sales in the Southeast sales region. A sales service provider (VDL) is being sought for this purpose. The services had previously been integrated into various transport contracts. The distribution services are to be provided within three stages of commissioning, which have different volumes in terms of the number of ticket machines and person-operated points of sale. The contracting authority intends to place the VDL selected in the tender procedure with an RU operating in the relevant sales region. The commissioning of the distribution network is to take place in operating stages at the timetable change in December 2025 and will run for 10 years until the international timetable change in December 2035.
The distribution services are to be provided within three stages of commissioning, which have different volumes in terms of the number of ticket machines and staffed points of sale, on the following routes:
- Radolfzell-Haselbrunn – Friedrichshafen (Lake Constance Belt Railway)
- Stahringen – Stockach (Seehäsle),
- Ulm Danube Valley - Aulendorf - Friedrichshafen Harbour,
- Friedrichshafen City – Kressbronn,
- Tübingen Hbf – Albstadt-Ebingen – Sigmaringen – Aulendorf,
- Aulendorf — Kißlegg,
- Aulendorf — Pfullendorf (robber's train),
- Leutkirch — Kißlegg — cheeks,
- Sigmaringen – Gammertingen – Hechingen
- Rechtenstein – Beuron
- Tübingen Hbf – Nürtingen
- Gäufelden – Rottweil
- Eutingen – Grüntal-Wittlensweiler.
The person-operated sales outlets are divided into so-called bwegt passenger centres, bwegt video travel centres and bwegt agencies. A total of approx. 180 vending machines and approx. 26 person-operated sales outlets, including approx. 14 bwegt passenger centres, approx. six bwegt video travel centres and approx. six bwegt agencies, are planned. The commissioning will apply from the international timetable change.
• Commissioning stage 1 comprises approx. 130 ticket vending machines, approx. 15 person-operated sales outlets. The services are to be provided from December 2025.
• Commissioning stage 2 from December 2026 will lead to only slight increases in vending machines and person-operated sales outlets.
• Commissioning stage 3 includes additional ticket vending machines and person-operated sales outlets on the Ulm Danube Valley – Friedrichshafen – Kressbronn section. The services of commissioning stage 3 are to be provided from December 2027.
All property, plant and equipment must be procured by the contractor. The staff in the bwegt video travel centres must be fully employed, and those in the bwegt passenger centres must also be employed by the distribution service provider itself, with the exception of exceptional cases (mobility centres).
Insofar as the properties in which the person-operated sales outlets are to be set up are owned by DB Station & Service, a land use agreement between the state of Baden-Württemberg and DB Station & Service ensures that the intended space can actually be rented by the sales service provider at predefined conditions.
A uniform user interface is specified for the vending machines.
It must also be possible to purchase long-distance tickets at the vending machines, in the bwegt passenger centres and in the bwegt video travel centres.
The VDL is obliged to operate a subscription centre. The VDL will deploy its own staff at certain intervals to check tickets on the trains. To this end, the VDL will always coordinate with the utilities. VDL receives part of the increased transport charges received as remuneration.
The subscription centre and ticket inspection team must be fully available from commissioning stage 1 onwards.
The contracting authority intends to place the VDL selected in the tender procedure with an RU operating in the relevant sales region. Such a provision is provided for in the transport contract between the state as the public transport authority and this RU. Other RUs in the sales region will entrust the selected RU with sales, so that VDL will also act on their behalf. The remuneration of the VDL is carried out by the RU via the transport contract. VDL's exact performance obligations are governed by a distribution service agreement with this RU and annexes to this contract.
