The purpose of this contract is to ensure the operational management of the SPW office infrastructure made available to users.
The services described in the technical requirements of these special specifications fall into three categories:
- The so-called basic operational services (including the phase of transition to market entry), for which the SPW places, by the simple notification of the conclusion of the contract, an order corresponding to the services for these different services. The provision of these various basic services is inseparable.
- The so-called optional services (identified as such in the technical requirements of these special specifications), which the contracting authority reserves the right to activate or not during the course of the contract. These are mandatory options for which the bidder must submit a price to the inventory of this contract.
- On-demand services in governed mode or project mode, which the contracting authority reserves the right to activate according to its needs through a purchase order.
It is a question of ensuring:
- Services relating to the transition phases into and out of the market;
- The daily management of the SPW's PC/tablet and printer fleet (from commissioning to decommissioning including the production of images to be deployed);
- The treatment of corrective interventions on these equipment during incidents or the realization of change requests;
- The operational inventory (software and hardware) of goods in production;
- Realization and maintenance of packages (software installation modules);
- Software deployment (manually or automated, whether commercial software or applications specifically developed for SPW, free products or subject to license fees) regardless of the deployment mode;
- The management of the security of the assets of the SPW park (by the dissemination of updates, by the management of the antiviral platform, etc.);
- Management of the active directory infrastructure and Tenant Microsoft 365 (one or more);
- Print services management;
- The management of storage spaces made available to users (management of content and security on shares/directory/files), whether these storage spaces are on PCs or on storage infrastructures. The management of these server/storage infrastructures is subject to a separate contract;
- The management of the messaging (exchange) of the SPW and all its components (remote access for example). This infrastructure is hybrid (OnPremises and Cloud);
- Monitoring the state of the office infrastructure and formulating alerts or recommendations based on the information collected by this monitoring and their comparison with good infrastructure management practices, in particular ITIL, the most recent version;
- Project mode and governed mode services in direct relation to the object of the contract.
These activities include technical services but also services of a more administrative nature (collection of data contributing to the keeping of inventories, registration of licences, state of the stock, counts mainly, documentation).
The SPW park refers to all hardware and software equipment used by or owned by Walloon Government services that the DTIC decides to include in its operational inventories. They are therefore operational assets (rendering the function for which they are intended), acquired by the DTIC but also those acquired by various structures (mainly services and cells integrated organically or not in the SPW and ministerial offices of the Walloon Government).
