Operation of two BigBlueButton infrastructures

In the state of Brandenburg, the open-source solution BigBlueButton is used as a purely browser-based application with the functionalities of video and audio transmission (bidirectional) via web browser (Microsoft Edge and Firefox ESR), telephone dial-in, presentations and collaboration options such as screen sharing, whiteboard and chat.

The subject of this tender are two lots for a total of two BigBlueButton infrastructures, based on the already partially existing solution with BigBlueButton. There are no plans to procure new software.

Lot 1 describes an existing platform for communication with "normal protection needs" for the majority of the need for video conferencing in the Brandenburg State Administration. This platform is to be procured as a deployment model and made available to ZIT-BB customers. The object of the tender is external hosting, 2nd level support, system monitoring, system administration and an optional development service.

Lot 2 describes a second platform of the BigBlueButton infrastructure for confidential communication with an "increased need for protection" and will be built independently of the existing solution in the ZIT-BB data center. The object of the service is the setting up of the environment, the installation of the software and the operation of the IT procedure in the client's data center. Server technology and data center capacities are provided by the client to a sufficient extent. The object of the tender is the construction of the system in the ZIT-BB data center, the 2nd level support, the system monitoring and an optional further development.

Both platforms will be put out to tender including maintenance and care.

Solution with "normal protection requirements"

With this solution, users in the State Administration Network (LVN) are given the opportunity to invite to video conferences that "normally" meet the protection requirements (confidentiality, availability and integrity). The qualitative requirements for the hosting services presented in the service description describe the initial installation, which must be expandable if necessary.

Solution with "increased need for protection"

In this solution, special measures are implemented in user management. The need for protection according to IT-Grundschutz for the protection goals of confidentiality and integrity is "normal" and "high" if available.
