The population is getting older and life expectancy is increasing. It is desirable to improve understanding of the relationship between ageing, health condition and the need for health and welfare services. The aim of the project is therefore to develop and quantify the relationship between increasing life expectancy and the need for health and welfare services in the future.
The assignment includes:
1) Mapping of challenges for different projections of health expenses and literature reviews;
2) Analysis of the relationship between health condition and consumption of respectively health and welfare services and specialist health services.
The upper limit for the assignment is NOK 1.5 million excluding VAT. The contracting authority is setting up for the final report to be delivered by the 23 October 2021.

Amongst other things, the affect will depend on whether those with increased life expectancy are healthy or if the number of years will poor health will increase. It is desirable to improve understanding of the relationship between ageing, health condition and the need for health and welfare services. The aim of the project is therefore to develop and quantify the relationship between increasing life expectancy and the need for health and welfare services in the future. Such insight will be part of the basis for development of annual budgets and be key in the evaluation of the long-term sustainability in public finances.

The upper limit for the assignment is NOK 1.5 million excluding VAT.
The contracting authority is setting up for the final report to be delivered by the 23 October 2021. If the tenderer so wishes, this date can be accelerated.
If the tenderer believes that the time for final delivery will be difficult to comply with due to delivery times for data or due to the ongoing situation with the outbreak of Covid-19, the tenderer may propose an alternative date for delivery of the final report. The need for an extended submission deadline must in that case be specified and justified in the tender offer.
