Planning services for the laying of sewers, the renewal of the

drinking water pipe, the connection of the town hall to the

District heating pipeline and the redesign of the traffic facilities in the

Unterortstraße: Engineering structures, all basic services of LPH 1 to 3 and 5 to 9, according to Part 3, Section 3 § 43 para. 1 HOAI related to sewage pipes, water pipes and district heating pipelines as well as traffic facilities, all basic services LPH 1 to 9, according to Part 3, Section 4 § 47 para. 1 HOAI related to road expansion and the planning of the laying of empty conduits

The city of Eschborn builds a new library, renovates and expands its town hall, expands the underground car park and builds a new town hall. In this context, preliminary infrastructure measures are required in Unterortstraße from the intersection with Kurt-Schumacher-Straße to the other side of the Westerbach at the level of the Unterortstraße children's playground or to Westerbachstraße. It should be noted in the measure that

there are apartment buildings in Unterortstraße and garage entrances are available.

The following basic services must be provided:

- civil engineering structures, all basic services of LPH 1 to 3 and 5 to 9, according to Part 3,

Section 3 § 43 para. 1 HOAI related to sewage pipes, water pipes and

District heating pipes

- Traffic facilities, all basic services LPH 1 to 9, according to Part 3, Section 4 § 47

Para. 1 HOAI related to the road expansion and the planning of the relocation of

Leerrohren

Residents' events, citizens' meetings, committees. The offer includes 3 two-hour face-to-face appointments, on which the

political committees or residents, the planning is presented on the basis of plans, presentations.

The assignment related to the basic services is carried out in stages.

The first stage is to be the work phases 1 - 4 (or 3), the second stage is the

Work phases 5 - 9 can be assigned. With the award, the client transfers the first stage to the contractor. The Client reserves the right to commission the Contractor in stages with the provision of further service phases, whereby the Contractor has no legal claim to the commissioning of further stages beyond the first stage.

The planning tasks in detail:

Kanalverlegung DN 1000

In order to be able to extend the existing underground car park to the west to the edge of the Westerbach and to be able to build the library at the intended location, it is necessary to relocate the combined water collector of the Westerbach wastewater association (DN 1000), which currently runs under the town hall square and the town hall. The length of the new canal to be laid is approx. 270 m, which includes two crossings under the Westerbach. An underpass of the Westerbach in its built-up state (box profile) is located between shaft 3108190 and shaft 3101093 at the intersection of Unterortsstraße/Kurt-Schumacher-Straße, the second crossing under the Westerbach in its unobstructed state is located south of the Unterortstraße playground.

For the new construction of the collector and the removal of the old local sewer to the future construction site with temporary closure of the sewer, planning services for engineering structures in accordance with § 41 HOAI 2021, service phases 1-3 and 5-8, the basic services as well as the special services of LP 8 in accordance with Annex 12.1 HOAI 2021 are queried. The client classifies the engineering structure in fee zone 3. In connection with the new construction of the DN 1000 sewer, approx. 10 sewer house connections from the main sewer to the property boundary are to be renewed.

The planning of the service phases 1-3 and 5-8 as well as the associated

Agreements with the property owners for this is part of the sewer planning and is included in the estimated chargeable costs of € 15,000 per house connection.

The preliminary eligible costs amount to € 2.0 million net.

Renewal of drinking water pipeline

The GGG DN 80 drinking water pipeline located in Unterortstraße is to be replaced by a larger drinking water pipeline (GGG DN 100 - DN 150) and the necessary fittings from Kurt-Schumacher-Straße to Westerbachstraße over a length of approx. 150 m. The water supply lines are to be designed as GGG ductile cast iron pipes with internal and external coating (ZMU). The existing line is to be expanded. Inquiries are made for the new construction of the drinking water pipeline and the removal of the old

Planning services for civil engineering structures in accordance with § 41 HOAI 2021, service phases 1-3 and 5-8 the basic services as well as the special services of LP 8 in accordance with Annex 12.1 HOAI 2021. The client classifies the engineering structure in fee zone 2.

Also with this measure, the existing 9 house connections up to the property boundary will be renewed. The planning for service phases 1-3 and 5-8 and the associated agreements with the property owners is part of the planning and is calculated at € 10,000 per house connection among the estimated chargeable costs. The new house connections are to be made of PE 100 RC - SDR 11. Optionally, the additional renewal of the house connections from the property boundary to the house introduction is to be added, which can be done at the request of property owners. At present, it is not possible to predict with certainty how many property owners will accept the offer for the complete renewal of the house connection lines until the house is introduced. The preliminary eligible costs are €270,000.

District heating

In the medium term, the town hall is to be connected to a district heating pipeline that does not yet exist. In the construction site from Kurt-Schumacher-Straße to Westerbachstraße, 2 district heating pipes DN 80 are therefore to be planned. The following are queried for the

Since it is not yet foreseeable when district heating will be made available in Unterortstraße, only the house connection to the town hall under the Westerbach and the house connection to the library are to be planned. The planning of the two house connections is billed via the chargeable costs.

Further connections, especially to the 9 private properties on the west side of Unterortstraße, cannot be predicted with certainty at present and will be billed via the chargeable costs in the event of realization.

The preliminary eligible costs for district heating including house connections

amount to € 220,000.

Traffic facilities

After completion of the work for the supply and disposal companies, the traffic area of Unterortstraße between Kurt-Schumacher-Straße and Westerbachstraße is to be redesigned. Planning services for around 2000 m² of transport facilities in accordance with § 45 HOAI, service phases 1-3 and 5-8, the basic services and the special services of LP 8 in accordance with Annex 13.1 HOAI 2021 are queried. In connection with the redesign of the traffic facility, the road drainage, which currently consists of 8 road inlets that are connected to the

main channel, consists of rescheduling. A change in the

Precipitation drainage of the Unterortstraße by discharge into the nearby Westerbach and/or by infiltration in the green area immediately adjacent to the east is to be investigated as part of the preliminary planning and, if necessary, further planned and implemented after consultation with the client and the lower water authority.

Empty conduits for electricity and others:

Due to the new construction of the library, it will be necessary to relocate the existing transformer station of the Syna by approx. 50 m to the south. The relocation of the transformer station will be carried out by Syna and is not part of this tender.

In preparation and support, however, the city of Eschborn will lay empty conduits to accommodate the other power lines. Therefore, an empty conduit package of approx. 2*10 pipes DN 100 to DN 160 must be planned as part of the traffic system. Furthermore, it must be taken into account that at least one cable conduit for the city of Eschborn is included in the planning of the expansion area on each side of the street and that it is included in the tender together with the associated earthworks.
