Concession, for 30 years, of the Porto (Campanhã)-Oiã high-speed line, with two phases: Development, with 5 years, for the design, design, construction and financing of the infrastructure; Availability, with 25 years, for maintenance and availability of assets. It is 71 km long, has a double track of 1668 mm gauge for passengers and a maximum speed of 300 km/h, aiming for a direct travel time from Porto to Lisbon close to 1h15. It includes a road-rail bridge over the Douro, connections to the 17 km long Northern Line in Canelas, the adaptation of Campanhã Station, a new station in Santo Ovídio, Vila Nova de Gaia, underground, and a substation in Estarreja. It does not include the maintenance of the passenger building, interface and parking of the Campanhã and Santo Ovídio stations, the track and catenary of the Campanhã Station, the non-structural parts of the road deck of the bridge over the Douro and the turnouts to be installed on the Northern Line, which transit to IP with its reception.
The works included in the Contract will be the subject of an application to the 2023 Call of the Connecting Europe Facility for Transport 2 (CEF 2) Programme.
The amounts proposed by the bidders in the respective remuneration proposals cannot lead to the calculation of an NPV, updated to December 2023, exceeding EUR 1,661,364,717.55. For the purposes of the total charge of the Grantor, a maximum amount of EUR 480,000,000, expressed at current prices, corresponding to public funds in the development phase, shall be added to this amount.
