The subject of the contract is the development of written materials for the preparation of the Interreg South Baltic Cross-Border Cooperation Program 2021-2027 - socio-economic analysis, SWOT / TOWS, problem trees and goals (POT). Under the optional contract, the subject of the contract also includes the development of the strategy and objectives of the Interreg South Baltic Cross-Border Cooperation Program 2021-2027. A detailed description of the subject of the contract is included in the attached draft contract (Annex 1 to the ToR).

The subject of the contract is the preparation of socio-economic analysis, SWOT / TOWS and the problem tree and objectives of the Interreg South Baltic Cross-Border Cooperation Program 2021-2027 - under the basic contract, as well as the preparation of the strategy and objectives of the Interreg South Baltic Cross-Border Cooperation Program 2021-2027 under the contract optional. The contract includes the preparation of a written introductory material, moderating discussions during program meetings and providing expertise related to the preparation of the South Baltic Cross-Border Cooperation Program implemented under European Territorial Cooperation during the 2021-2027 funding period. A detailed description of the subject of the contract is included in the attached draft contract (Annex 1 to the ToR). Date of contract performance - from the date of signing the contract to February 28, 2021, with the basic order being completed by September 10, 2020. A detailed schedule of the basic and optional order is included in Annex 1 to the ToR.

Preparation of written introductory material, moderation of discussions during program meetings and providing professional knowledge related to the preparation of the South Baltic Cross-Border Cooperation Program implemented as part of the European Territorial Cooperation during the financing period 2021-2027. The order consists of the basic order (Stage I) and the order with the option right (Stage II).

Stage I. Basic order (contains Tasks 1, 2 and 3) - Analytical phase

Stage II Optional order (includes Tasks 4 and 5) - Common strategy for selecting specific objectives and indicators.
