The purpose of the contract is the provision, at the request of the contracting authority, of socio-economic (including financial), environmental, technical and legal assistance in the field of mobility and transport policies. It is a framework agreement with a single economic operator.
The successful tenderer may be in charge of the following tasks:
• Identify, measure, objectify, and model traffic problems;
• Collect and process data related to the transport sector and mobility data in order to carry out economic and statistical studies or to make traffic forecasts;
• Create a simple but robust traffic forecasting model;
• Establish and populate a model to update the justification of the charges for the kilometric charge for heavy vehicles;
• Carry out travel studies and develop plans or proposals for measures to improve accessibility and mobility;
• Evaluate the consequences on traffic and the socio-economic and environmental impacts or relevance of infrastructure projects;
• Participate in the preparation of applications for grants and funding from the Commission and the ECB in the framework of calls for projects;
• Formulate recommendations on asset management and traffic management;
• To verify the legal conformity of draft amendments to Walloon legislation relating to the kilometric charge for heavy goods vehicles in relation, in particular, to European law, the Constitution and the Cooperation Agreement of 30 January 2014 between the Flemish Region, the Walloon Region and the Brussels-Capital Region on the introduction of kilometer charging system
• Conduct surveys and public consultations with users and other stakeholders.
