The subject of the contract is the design and implementation of the review procedure for the NRW Innovation Award in the period from 2023 to 2024. The subject matter of the order consists of the following building blocks:

1.) Review and evaluation procedures, 2.) Jury procedure, 3.) professional exchange with the client and 4.) Accompaniment of public relations.

1.) Assessment and evaluation procedures:

First, the applications received should go through a review and evaluation process. For the formally accepted applications, detailed written reports should be prepared by at least two renowned personalities from science and industry, in which the scientific potential (including visionary potential, innovative content and scientific competence) as well as the market potential of the innovations (including potential market success, competitive development on the market) are assessed.

On the basis of the expert opinions, the contractor will select the best applications according to the criteria of scientific potential and market potential, which will be submitted to the jury (see 2.). The contractor is responsible for the organization and execution of this procedure and provides the following services:

-Project management (scheduling, coordination, etc.) for the review and evaluation process;

-formal and substantive examination of the application documents (including completeness, eligibility for application, etc.);

-thematic peer reviewer research to review applications from a wide range of economic and technology fields;

-Acquisition, commissioning and supervision of the reviewers (two reviewers from science and industry per application), including payment processing;

-Drafting of a catalogue of criteria (scientific potential, market potential);

-Summary of the content of the expert opinions and selection of the best applications according to the criteria catalogue;

-Quality assurance of the review process (e.g. neutrality of the reviewers, comparability of the proposals).

2.) Juryverfahren:

The selection of the best applications and the results of the evaluation process are submitted to a jury, which determines the winners in the various categories on the basis of the expert opinions.

At this stage of the procedure, the contractor shall provide the following services:

-Submission of proposals for the composition of a jury with high-ranking representatives from science and industry; the final selection is made in consultation with the client,

-Coordination and preparation (e.g. invitation management, technology) of a one-day jury meeting in a virtual format (alternatively in the premises of the working group),

-Payment processing with regard to the expense allowance of the jury members,

-Conduct of the jury meeting,

3.) Professional exchange with the client:

The work on the design and implementation of the review procedure is carried out in close coordination and coordination with the client. At the beginning of the process, there is first a half-day kick-off workshop with the client, in which the concept of the assessment procedure is discussed and coordinated. Information on the final determination of the prize categories as well as the amount of the prize money will be provided by the client in this event.

A close dialogue with the client, including monthly jour fixes, is also expected throughout the entire process.

Programming or installing special tuning tools is not expected.

All coordination dates take place at the client's premises in Düsseldorf or as a video conference.

4.) Accompaniment of public relations work

The contractor is expected to accompany the content of the public relations work in the application phase and in the context of the award ceremony. This includes, among other things, the creation of short profiles of the award winners.

The public relations work as such is not part of the local tender, but is commissioned in a separate procedure.
