Refurbishment of swimming and sports hall - Technical equipment

The city of Olfen intends to renovate the building complex (swimming pool and sports hall) from 1966, to convert it energetically, to make it functional and to adapt it to today's standards. Today's requirements for such a building, such as accessibility and poverty, are also to be taken into account in planning. The charm of the old building substance is to be maintained. The main aim here is to show that the preservation of old buildings in the village is of important importance. In the future, the building is to serve as a center and a meeting place for the Olfen population under the motto “Sport for All”.

For this purpose, a VgV procedure was launched by the city of Olfen in order to find a suitable architect (property planning) to carry out this construction task, which is significant in terms of content and architecture. The architectural firm Scholz Architekten from Senden was commissioned. Property planning for the project was largely completed up to work phase 3 (draft planning) in accordance with Section 34 of HAOI. The existing planning serves as a basis and must be taken into account in further planning.

The measure was already defined in the 1st update of the Integrated Action Concept of the City of Olfen from 2015. It already states that changing requirements and usage requirements for such a building increase over time and that the building must be adapted accordingly to the current needs of the various user groups in order to maintain the building permanently in place. The reduction in CO2 emissions and the use of renewable energies was already recorded at that time.

With the 2018 federal budget, funds were again made available for the rehabilitation of municipal facilities in the areas of sport, youth and culture. The funds of 100 million euros are available to support investment projects of particular regional or supra-regional importance and of very high quality in terms of their impact on social cohesion and social integration in the municipality and the urban (partial) development policy. The funding program is implemented and supervised by Project Management Agency Jülich (PtJ) on behalf of the Federal Ministry of the Interior, Building and Homeland (BMI) and the Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR).

The funding period generally extends from 2020 to 2024. The cost estimate for KG 400 is 1,482,224 million (gross). The present procedure relates to the allocation of planned services for technical equipment plant groups 1 to 8 in accordance with § 55 HOAI and is aimed at engineers or consulting engineers* inside.

The service for structural engineering is assigned in a separate procedure. However, planning requires a close coordination process between the specialist plans.
