Oberhafen cultural and creative quarter, conversion of warehouses 2 and 3 (building services planning)

The planning site is located in the eastern HafenCity between Stockmeyerstrasse and the Oberhafen. The quarter is in the flood area. The approx. 9 hectare property with its construction-time goods halls offers around 11,280 square meters of hall space and approx. 3,600 square meters of office space, a starting point for the further development of creative, economic and artistic use.

After the conversion of hall parts 4.1, 4.2 and 3G that has been implemented so far, the conversion of the remaining hall areas 3.1, 3.2, 2.1 and 2.2 is now also to be planned. A concept for the conversion of the existing building with economical and economically feasible measures is to be retained, which is intended to ensure the possibility of use and a remaining service life of up to 20 years.

The economic factors such as low construction costs and functional technical equipment in the planned rental units should ensure the lowest possible rents for the users. The flood case with a protection level of +7.50 m above sea level is to be taken into account and fire protection upgrading with additional escape routes and F90 or F30 partition walls is to be ensured. New sanitary connections with drinking and wastewater pipes and a new electricity and heat supply are established.

Only minimal changes should be made to the external appearance of the halls in order to preserve the character and charm of the quarter.

The Oberhafenquartier is located in the eastern HafenCity between the long-distance railway lines of the DB AG and the basin of the former Oberhafen. The postal address is Stockmeyerstraße 39-45 in 20457 Hamburg. So far, the approximately 9-hectare quarter can only be reached via an access road at the north-western end, under the railway bridges there.

The main freight station in Hamburg used to be on the site. Deutsche Bahn gave up operations at the end of the 20th century and sold the property to the city. Since then, the property including the former railway building (approx. 11,280 square meters of hall space and approx. 3,600 square meters of office space) has been part of the City and Port of the Free and Hanseatic City of Hamburg (SoV). HafenCity Hamburg GmbH (HCH), also a municipal authority, was entrusted with managing the assets.

Under the new owner, the property was released from the railway law dedication. Currently, however, it still falls within the scope of the Hamburg Port Development Act (HafenEG). Dismissal has also been requested.

The buildings are simple structures. In the buildings to be planned and converted, rental areas are to be created for creative, economic, cultural and artistic use. Such uses are already taking place in some sub-areas and are to be continued there after the renovation. There are different approaches for dealing with tenants during renovation and renovation, depending on the individual case. The majority of the space is currently only used temporarily or only for storage purposes.

Usage description

For the conversion of the single-storey, uninsulated halls, structural alterations are necessary, such as B. Subdivision into smaller hall sections, installation of doors, windows and skylights, installation of stairs and handrails on the delivery ramps, access to drinking water, electricity connections, district heating and fiber optic lines (more details in Section 3.2).

At the same time, building measures for the renovation and maintenance of the remaining building structure must be carried out in all buildings, such as B. Renovation of masonry and renewal of roofing (details in Section 3.2).

The handover of the newly created hall sections to the tenants takes place in the state of an expanded shell. The further expansion of the individual leases is carried out by the tenants on the basis of previously defined interfaces or media transfer points, in agreement with HCH. For the SoV building application, “planned tenant extensions”, ie the construction of office and sanitary modules in the rental units, are to be planned as an example.

The respective rental units (“creative workshops”) should be suitable for different uses. In addition to possible workshop and production areas, this includes, for example, office space and storage space for materials and products or sets / costumes / props / instruments and technology as well as the necessary sanitary facilities. The respective tenant produces these usable and ancillary areas himself.

The workplaces of the dependent employees are to be designed by the future tenants in accordance with the workplace ordinance. An important part of the concept is the flexible way of working in the rental units by the future tenants. Regular work should be guaranteed 7 days a week / 24 hours. The rental units are not thermally conditioned by HCH and are therefore not within the scope of the EnEV. However, basic heating is installed for the design case of -12 O C outside temperature means an inside temperature of +12 O C should ensure. Office containers set up by the tenants as planned (room in the room concept) are to be heated, ventilated and lit by the tenant in accordance with the workplace guidelines.
