Procurement of laboratory diagnostics services and provision of digital infrastructure and hardware for data processing for the PCR Test Center Schweinfurt
Laboratory diagnostics services, in particular by means of nucleic acid detection (PCR test), in the case of positive samples with identification of the Ct value, and variant-specific PCR tests (vPCR test) as well as full genome sequencing and provision of digital infrastructure and hardware for data processing for the PCR test center Schweinfurt are to be procured. The use of PoC NAT test systems in the context of laboratory diagnostics services is excluded.
On 10 August 2020, the Bavarian State Government decided for the first time to significantly expand the test offer for a test for SARS-CoV-2 and therefore to entrust the district administrative authorities with the establishment, organisation and operation of a "local ÖGD test centre". These test centres are test centres operated by the competent authorities of the public health service in accordance with § 6 para. 1 no. 1 Alt. 2 TestV.
The district office of Schweinfurt and the city of Schweinfurt have agreed to manage this task together. From 01.09.2020 to 30.06.2022 and again since 01.09.2022, a joint test center for PCR testing was or will be operated accordingly.
The test center is currently and until further notice located on the grounds of the Volksfestplatz in Schweinfurt (Am Volksfestplatz, 97421 Schweinfurt).
The test center currently has a maximum test capacity of 420 tests per day. The test capacities of the test center are to be adapted to meet requirements and are based on the demand from the population (population of the city and district of Schweinfurt a total of about 169,000) or the number of tests ordered by the Schweinfurt Health Authority. According to the experience of the client, these depend on the daily infection situation (including the possible presence/occurrence of virus variants), the state requirements (such as contact person tracking with the order of tests), the scope of the indications that entitle to free testing in the test center, and the availability of other service providers carrying out corresponding tests. The client has no influence on the factors determining the demand for testing. As a result, there are strong fluctuations in the test process in the test center. For orientation about the course, the figures of the daily tests in the period 11.10.2021 to 30.06.2022 and from 01.09.2022 to 22.09.2022 are presented in the procurement documents.
