Description:
Support of the energy and climate protection goals of the state of North Rhine-Westphalia in the area of urban energy solutions

The state government in North Rhine-Westphalia has set itself the goal of strengthening North Rhine-Westphalia as an energy state. Affordable energy prices and security of supply are in line with the goals of climate protection. Nationwide, buildings account for around 30 percent of greenhouse gas emissions and almost 40 percent of primary energy consumption. The building sector therefore plays a central role in achieving the climate protection and energy efficiency goals. Therefore, one of the building blocks for the implementation of the goals of the state of North Rhine-Westphalia is the implementation of “urban energy solutions”, in particular to promote the reduction of greenhouse gas emissions from buildings in North Rhine-Westphalia.

The state government has set itself the goal of strengthening North Rhine-Westphalia as an energy state. Affordable energy prices and security of supply are in line with the goals of climate protection. The state government of North Rhine-Westphalia is committed to the Paris climate protection agreement in order to operate largely greenhouse gas-neutral from the middle of this century and to allow global warming to rise by no more than 2 degrees, if possible by no more than 1.5 degrees, compared to the pre-industrial level. Nationwide, buildings account for around 30 percent of greenhouse gas emissions and almost 40 percent of primary energy consumption. The building sector therefore plays a central role in achieving the climate protection and energy efficiency goals. As part of the long-term goal of an almost climate-neutral building stock by 2050, the state government is aiming as an intermediate goal by 2030 to reduce direct greenhouse gas emissions from buildings in North Rhine-Westphalia by 66 to 67 percent compared to 1990. One of the building blocks for the implementation of the goals of the state of North Rhine-Westphalia are the "urban energy solutions" (UEL) addressed in the state's energy supply strategy. In order to actively promote the implementation of urban energy solutions, the state government would like to offer the actors appropriate support options. A framework agreement on services to support the client in the implementation of his goals is tendered. The details of the services to be provided are shown in the tender documents. These services are only briefly outlined below. The focus of the contractor's services will be on the qualification of specific projects with the involvement of the relevant target groups. In addition, municipalities are to be given special support as a special target group, because as key actors for the implementation of urban energy solutions, they need advice and support to develop skills. This requires extensive knowledge in the field of technologies for the use of renewable energies and local energy systems (electricity, heating / cooling, mobility) on a building and district scale, knowledge of communal processes and structures, especially in the field of construction planning / development, as well as extensive knowledge of the available funding opportunities necessary at the level of the EU, the federal government and the state of North Rhine-Westphalia. Furthermore, the ministry itself will have to be given technical advice and support. The contractor will also have to do public relations work. For the total amount of the remuneration for services according to the framework agreement, a gross amount of EUR 9,500,000.00 including any billable costs is set as the remuneration upper limit, of which EUR 2,000,000.00 gross to the optional extension period according to § 3 (3) the framework agreement do not apply. The contractor has no claim against the client (AG) for acceptance of services until the above upper remuneration limit has been reached. The client is also not obliged to commission a certain minimum amount of services.
