FE 77.0512 / 2019 - Integration of public and private parking space management.

Scarce parking capacity and the burden of related parking searches have a negative effect on the traffic situation and thus also on the environmental conditions and quality of life in many cities. The urban management of dormant traffic (hereafter referred to as parking space management) has so far only occasionally encountered these problems with Intelligent Transport Systems (ITS), eg. B. by locally limited parking guidance systems.

New applications in the area of ITS (sometimes referred to as "smart parking" or "digital parking"), however, offer promising approaches to support urban parking management. These include, in particular, novel applications for sensor technology, data processing and information transmission in stationary traffic. So far, only isolated approaches exist in Germany on how the new IVS applications can be integrated with urban parking space management. Such integration is, however, a prerequisite for the efficient further development of urban management (ie appropriate to the situation and area-wide) and in terms of transport policy goals.

In the project, approaches to integration or cooperation between different actors in parking management are to be developed and demonstrated in a practical way. For this purpose, the foundations for such integration have to be prepared and presented in the form of a pilot application. Possible actors include municipalities (eg traffic management, parking space management), parking space providers (eg car park operators) and providers of ITS services (eg information and mobility service providers). In the associated pilot application, the possibilities, effects and possibly limits of such an integration in a closed application environment (eg a city, a district or a parking area management area) are to be shown. The desired integration relates in particular to the exchange of information on parking space-relevant data and the transmission of such information to the road user.
