Pursuant to the Passenger Transport Act 2000, the day-to-day management of the Amsterdam Transport Region is authorized to grant public transport concessions on its territory, including the Zaanstreek-Waterland 2022 concession.

The Zaanstreek-Waterland 2022 concession concerns the exclusive right to perform public transport by bus and car in the Zaanstreek-Waterland concession area with effect from the 2022 timetable year. The concession area comprises 8 municipalities in the northern part of the Transport Region, namely: Beemster, Edam-Volendam, Landsmeer, Oostzaan, Purmerend, Waterland, Wormerland and Zaanstad. In addition, the concession includes a number of offshoots to surrounding concession areas. The concession area has more than 300,000 inhabitants. The Zaanstreek-Waterland 2022 concession commences on 12.12.2021 and is granted for a period of 10 years with the possibility of an extension for 5 years. The annual maximum operating subsidy is EUR 30,000,000.

This currently concerns 4 concessions, including the Waterland and Zaanstreek concessions. The current Waterland concession started in 2011 and runs until December 2021. The current Zaanstreek concession started in 2010 and also runs until December 2021. In 2018, the executive board decided to merge both concessions after the current concessions had ended. to the Zaanstreek-Waterland concession. In order to be able to grant the concession to a carrier as of December 2021, a tender will be held.
