The object of the procurement is the Helsinki Parish Federation's real estate service package, which consists of management services and 10 property services under management, which are described in more detail in this invitation to tender and its appendices.

This is an acquisition in which the service provider is responsible for the management of the entire property portfolio and comprehensive multi-service production.

1 service provider will be selected to carry out the procurement.

The procurement decision is expected to be made in August 2023 and the contract is expected to enter into force in November 2023.

The estimated value of the service contract (in procurement contracts valid until further notice or longer than 48 months in accordance with section 30 of the Act on Public Contracts, the monthly value multiplied by 48) is approximately EUR 8–9 million (VAT 0%).

The subscriber is not obligated to purchase the services. The supplier has no exclusive distribution rights.

Parallel or alternative offers are not allowed.

The target of the procurement is a property service package with services performed at a total of 73 sites.

The service package consists of management services (00) and property services under management, which are:

The real estate service package and the real estate services included in it are presented on a general level in the appendix Service management and site-specific in the appendix Procurement matrix.

Detailed information, performance obligations and other terms and conditions of management services and property services under management, as well as any site-specific special information, are presented in Service descriptions 00-10 and other tender documents (Security programme, Care areas, Snow work maps).

The clauses of the attached draft Service Agreement other than those affecting the offer price may be specified in the contract negotiations to the extent that they are deficient.

The selected supplier will be responsible for the management and property services of the properties to be procured so that it is responsible for the day-to-day, routine tasks related to maintenance, annual maintenance of equipment and acute situations of properties (e.g. sudden water damage). Renovations and other similar more extensive repairs, renewals, new construction or similar are not covered by this Agreement.

The selected supplier has the opportunity to use the client's contract suppliers in such a way that the orders are fulfilled and the customer is invoiced according to the terms and prices of the client's own contract. Possible use must be agreed upon separately with the customer in advance.

The number of items may change during the contract period. The effects of possible renovations, transfers and new projects will be agreed in contract negotiations and/or during the contract period.
