The subject of the Order is the purchase and implementation of the ERP class Integrated IT System in OPEC Sp. z o.o. (the minimum functional requirements of ERP are specified in Annex 1 to OPiW) along with the provision of Maintenance Service and includes the following implementation areas:
1) Finance and Accounting and Fixed Assets;
2) Purchasing, supply chain, warehouse management;
3) Controlling;
4) Wages;
5) Human resources with an external application for employees;
6) Bilingual;
7) Sale;
8) EBOK together with an external application for customer service;
9) Reporting;
10) Management dashboards;
11) Electronic document circulation system (also referred to as Electronic document flow);
12) Law Firm;
13) Repository of company documents;
14) System administration panel.
Individual modules (areas of implementation) are described in detail in point 3.2.1 of the Description of Needs and Requirements (hereinafter OPiW) and in Annex 1 to OPiW - Minimum functional requirements of ERP.
Minimum requirements for the description of the subject of the contract not negotiable (in accordance with point 3.2.3 OPiW):
1) Minimum requirements for the description of the subject of the contract that are non-negotiable in terms of system functionality, which must be met by all offers, is included in Annex 1 to OPiW - Minimum ERP functional requirements.
2) Absolute requirements for the System:
a) as at the date of submission of Requests to participate in the procedure, the offered System should have at least the following modules (implementation areas) functioning jointly in the same implementation: Finance and Accounting and fixed assets (in accordance with point 3.2.1 point 1 OPiW); Sales (according to point 3.2.1 point 7 OPiW); Billing (in accordance with point 3.2.1. point 6 of the OPiW), which at the Implementation Stage will be adapted to the requirements of the Ordering Party.
b) The system shall have a leading Polish interface. This includes, but is not limited to, messages, user interface, reports, sorting, and search.
c) The system will be an integrated solution. Data will be entered into the System only once and then made available in places where it is necessary.
d) Individual functional areas will have mutual access to the files of other areas (e.g. a financial and accounting module with an HR and payroll module in the field of remuneration).
e) The system will have a uniform database environment for all modules (software using the same database, working on the same platform). The exception is the area of Electronic flow of documents and tasks, which may have a separate database environment.
f) The system will enable independent customization, understood as adaptation to the needs of users without the need for programming changes in the field of:
• adding fields in forms (the new field may be the result of processing values from other fields)
• changes in the layout of screen forms in terms of: showing/hiding fields on forms, setting the order of fields / columns, setting column widths, changing the name of the column / field,
• create new dictionaries.
g) The system will have tools allowing for flexible building of interfaces enabling integration with other IT systems of the Ordering Party.
h) The system will allow the user or administrators to build printouts of forms.
i) The system will allow the administrator to specify the user's rights to access specific data, functions, modules, reports.
j) The system will ensure the organization of resources and access to them according to the characteristics of individual organizational units of the Ordering Party.
k) The system will have a uniform graphical user interface understood as a similar appearance of screens in individual modules. The exception is the area of Electronic flow of documents and tasks, which may have a different graphical interface.
l) The System will enable the user or administrators to build reports independently for all data collected in the System through a report generator integrated with the System.
m) The System will be able to identify the user introducing changes to the System and the history of changes made taking into account the date
and time.
n) The system will ensure registration of the performed data export functions along with the indication of the user, date and scope of exported data.
(o) All parts of the system shall form one integral system. The exceptions are EBOK modules and employee portal, in which it is required to launch a portal based on web solutions. (continued in section III of the notice)
