Public services contract to support the implementation of flood risk management plans (PGRI) 2022-2027

This contract is divided into 4 workpackages described in detail in the technical clauses of this CSC:

Workpackage 1: PGRI grant to municipalities for resilience: Administrative and technical monitoring of municipal projects, supplemented by a communication component, as part of the "grant to municipal authorities for the implementation and strengthening of prevention, protection, preparation and post-crisis analysis projects in the face of flood risks":

Task 1.1.: Processing of the administrative and financial part associated with the management of the PGRI subsidy to municipalities for resilience.

Task 1.2.: Analysis, advice and validation of the projects of each municipality to optimize their use of the grant.

Task 1.3.: Communication.

Workpackage 2: Flood Risk Management Plans: Organization of technical committees by Sub-River Basin, improvement of the cost-benefit analysis methodology and definition of the methodology for updating the PGRI for cycle 3:

Task 2.1.: Technical Committees by Sub-Watershed.

Task 2.2.: Improvement of the methodology for cost-effectiveness and cost-benefit analysis of flood risk management measures.

Task 2.3.: Definition of the methodology for updating the RIMPs for Cycle 3.

Workpackage 3: Preliminary Flood Risk Assessment:

Task 3.1.: Update of the Walloon inventory of past floods, namely the Database of Flood Records known as 'BRelI', based on events that have occurred since 2017.

Task 3.2.: Implementation of a tool to widely disseminate BRelI.

Task 3.3.: Preparation of the update of the 1st deadline of the Flood Directive.

Workpackage 4: Implementation of Global Measures:

Task 4.1.: Mapping flood expansion areas.

Task 4.2.: Inform and sensitize citizens and project leaders to flood management through various extension tools and train and raise awareness of the rights and duties of everyone (managers or not) and the means of combating floods by runoff and overflow: Basic hydrology, What to do where, good techniques and good practices in the watershed, ...
