The district Schwarze Pumpe/Carna Plumpa has the "Alte Schule" in the center, in the Clara-Zetkin-Straße 6 - 10. This municipal property was built in the 1920s as a school with teachers' apartments and was expanded with the construction of the gas combine Schwarze Pumpe/Carna Plumpa, the predecessor of the industrial site, and the construction of the standby settlement. The building is no longer used as a school. Only one apartment on the upper floor is still inhabited. Part of the ground floor is used by the Pumpsche Carnevall Club (PCC) for its club activities.

The construction took place in the front part as a classic residential building with a total of four access doors and in the interior a direct access to the school wing. The fully basement building has two full floors as usable and living space and a converted attic. The structure and the surrounding area must be upgraded for the planned use. In addition to the barrier-free expansion, this includes the adaptation of the room program to the future use and the energetic renovation of the property, including the renewal of all building services.

In the building, the prerequisites for an innovative and novel living and leisure concept for people with disabilities (focus on autism) are to be created. The club rooms of the PCC are to be integrated.

Subject of this call for tenders

ASG Spremberg GmbH, as project manager of the city of Spremberg/Grodk, tenders for planning services for the renovation of the property at Clara-Zetkin-Straße 6 - 10. The services (basic services, special and additional services) for the HOAI service profiles are awarded:

- Project planning for buildings and interiors

- Object planning outdoor facilities

- specialist planning of supporting structure

- Technical equipment planning

As well as special and additional services:

- stocktaking

- Carrying out profitability analyses

- Fire protection planning of the property

- building physics of the object

The benefits are called up in stages, namely:

- Level 1 includes LP 1 to 2 according to HOAI for the respective performance profiles and the special services, in particular the inventory and the profitability analysis

- Level 2 includes LP 3 and 4 according to HOAI for the respective performance profiles

- Level 3 includes LP 5 and 6 according to HOAI for the respective performance profiles

- Level 4 includes LP 7 and 8 according to HOAI for the respective performance profiles

- Level 5 includes LP 9 according to HOAI for the respective performance profile

The client reserves the right to call up individual service phases or parts thereof to a limited extent.

When the contract is awarded, a planning contract is concluded with a bidder. The execution of the services for work phases 1-2 must begin immediately after the award of the contract. Further orders will be awarded in stages, depending on the granting of subsidies and the securing of financial resources.

The award of the services takes place in two stages as a negotiated procedure with upstream, Europe-wide participation competition in accordance with §§ 74 Vergabeverordnung (VgV).

In the first stage, the competition takes place (cf. section 1.2 below).

In the second stage, the contracting authority invites the tenderers suitable after the competition to submit tenders. (cf. point 1.3 below).

The application for participation must be uploaded electronically via the award platform of the State of Brandenburg. The awarding authority reserves the right to request the submission of originals for closer examination.

An electronic allocation takes place. Queries must be submitted to the awarding authority via the platform at an early stage.
