The subject of the contract are services to maintain order and cleanliness in the premises occupied by the Employer and to maintain cleanliness of the usable areas around the Employer's premises in the Mazowieckie Voivodeship. The contracting authority divided this contract into two lots, called "tasks", for which it allows partial tenders, for any number of selected tasks.
Task 1 - includes the service of maintaining order and cleanliness in the facilities of the Mazovian Regional Branch (MzOR) at Al. Jana Pawła II 70 and in Al. Jerozolimskie 92.
Task 2 - includes the service of maintaining order and cleanliness in the facilities of 37 MzOR ARiMR Poviat Offices in the Mazowieckie Voivodeship and around 9 of these facilities.
The list of areas covered by the service, the locations of Poviat Offices, the list of selected finishing elements and the minimum number of employees for individual tasks are set out in Annex 1 to the model contracts. Contract templates are attached as Annexes 5.1 and 5.2 to the ToR.
1. The Employer requires that persons performing the service of maintaining order and cleanliness in the Employer's facilities should be employed under an employment contract.
2. On the basis of art. 29 paragraph 4 point 3 of the PPL Act, the Employer requires that among persons employed under the employment contract referred to above, at least 2 (two) disabled persons should be employed. A disabled person should be understood as a person against whom a disability certificate has been issued, in accordance with the Act of 27 August 1997 on vocational and social rehabilitation and employment of disabled persons (i.e. Journal of Laws of 2019, item 1172, as amended) or with the relevant regulations of the Member States of the European Union or the European Economic Area.
3. Employment under the employment contract for persons with disabilities will start no later than 30 calendar days from the commencement of the contract and will last for the entire period of its implementation. In the event of termination of employment persons before the end of the contract period, the Contractor is obliged to immediately employ another disabled person in this place, at the latest within 30 calendar days from the date on which the employment relationship was terminated, so that the requirements specified in the social clause contained in art. 29 paragraph 4 point 3 of the PPL Act, were met throughout the entire duration of the contract.

The method of documenting compliance with the social clause and the Awarding Entity's powers to control compliance by the Contractor with the requirements referred to in paragraph 1-3 and sanctions for non-compliance with these requirements are specified in the model contract constituting Annex 5.1. to the ToR.
5. A detailed description of the subject of the contract for Task 1 is set out in Annex 1 and Annex 2 to the model contract which is Annex 5.1. to the ToR.
6. Maximum number of sq m of cleaning space per month - 4,989 sq m
7. The area of the windows (one-sided) is 710 m
8. Minimum number of cleaning people: 8 - afternoon service and 1 person - daily service.
9. The average number of permanent employees and interns - 360
10. Minimum cleaning time during the day for each cleaning person: afternoon service - from 4 to 5 hours; daily service - 8 hours.

The obligation to employ under an employment contract does not apply to persons cleaning external areas, which may be employed under an employment contract or under a civil law contract.

A disabled person should be understood as a person against whom a disability certificate has been issued, in accordance with the Act of 27.8.1997 on vocational and social rehabilitation and employment of disabled people (i.e. Journal of Laws of 2019, item 1172, as amended) or with the relevant regulations of the Member States of the European Union or the European Economic Area.

7. Maximum external surface area covered by cleaning during the period of 1 month - 11,284 m

9. Minimum number: 37 people cleaning the offices, 7 people clearing snow / cutting the grass.
10. The average number of permanent employees and interns - 1230.
11. Minimum cleaning time during the day for each cleaning person: between 4 and 8 hours.
