Nordland County is establishing a dynamic purchasing system for broadband development with public subsidies. The scheme covers development for the municipalities that the county has been given a promise of support for in 2021, as well as the municipalities that were granted support in 2020 that have not yet signed a contract for development.

The following municipalities have been awarded subsidies in 2021:
- Alstahaug
- Bodø
- Brønnøy
- Bø
- Dønna
- Grane
- Hattfjelldal.
- Leirfjord
- Meløy
- Rødøy
- Sortland
- Sømna
- Øksnes

The municipalities that remain from these subsidies and that are covered by this scheme are:
- Andøy
- Grane
- Hamarøy
Assignments will be published as restricted contests, where participants who participate in the DPS are invited to submit tenders. New providers can continually qualify for participation in the system.
Participation in the DPS does not involve any delivery obligation. Each tenderer must, on an independent basis, consider whether the published assignments are suitable as regards capacity, competence, time, place and size. However it is a prerequisite that tenderers are included in this scheme in order to submit a tender.
The criteria for the choice of tender for each assignment will be the need for subsidy, quality and speed, and scaleability. The criteria will be stated in the different invitations to submit a tender.
The estimated value of this DPS is NOK 109 million, of which NOK 85.4 million is resources awarded in 2021. The county is not, however, bound to a specific volume or amount, it will cover its actual need.
