The new legal basis Regulation (EU) No 1303/2013 of the European Parliament and of the Council (Common Provisions Regulation (CPR)) for cohesion policy in 2014–2020 provides the tools to deliver information on the performance of the policy and to require Member States to take action where performance is poor. Desk officers in DG Regional and Urban Policy are key in this process and should be enabled to make informed decision on the quality of the data and performance of the programmes.
This contract foresees to support the desk officers and DG Regional and Urban Policy in this decision by providing them with a structured analysis on the annual implementation reports (AIRs) and financial reports (Article 112 of CPR) 4 times a year (after 31 January, 31 July and 31 October for the financial report (Article 112) and June/July depending on the year for the AIRs) in the form of scorecards.
This contract will cover the AIRs and financial reports (Article 112) (see Annexes 3 and 4 for the format of the reports) of all OPs which have a priority axis financed by the European Regional Development Fund (ERDF) or Cohesion Fund (CF).
