The subject of the invitation to tender is the provision of teaching services for § 6 courses and examinations for the acquisition of subsequent school education qualifications in accordance with the NRW Further Education Act in the Volkshochschule Rur-Eifel.

The lessons to be carried out by the contractor (or the courses to be carried out by the contractor) prepare the pupils (SuS) for state-recognised qualifications. These degrees include:
- the first school leaving certificate (ESA),
- the Extended First School Leaving Certificate (EESA), and
- the Mittlere Schulabschluss (MSA).
All school subjects that are necessary for achieving the aforementioned qualifications and must be available to the students must be covered and offered by the contractor.
In recent years, an average of about 4,000 lessons (45 minutes each) had to be provided per school year. The concrete scope depends on the number of students and cannot be quantified exactly. The aforementioned order of magnitude of 4,000 teaching hours from recent years is solely for the information of the applicants. In the event of a knockdown, there is no entitlement to call off services to this extent.
The final examinations necessary to obtain the aforementioned qualifications are partly to be designed, carried out and corrected by the teaching staff provided by the contractor themselves.
The teaching / courses may only be carried out by teaching staff who have been approved by the district government.
The students need continuity. Therefore, it is imperative that the teachers accompany the SuS throughout the entire school period. Due to the often special CVs, the teachers also assume the function of a confidant. A high staff turnover is therefore critical and must be prevented.
