The Framework Agreement with a single operator, pursuant to art. 54 cc 1 and 3 of Legislative Decree 50/2016, has as its object the discipline for the assignment of new implementations and the assistance, maintenance and extension of the guarantee of the city video surveillance system of the Municipality of Lucca.

With the conclusion of the Framework Agreement, the identified economic operator undertakes to assume the services requested from time to time by the municipal offices, through application contracts drawn up in the form of “EXECUTION ORDERS”/” SUPPLY ORDERS.

The Framework Agreement provides for mixed provision of supplies and services, with the economic prevalence of the former.

The Framework Agreement concerns the regulatory and contractual discipline for the supply of devices and services (maintenance, assistance, warranty extension, site inspections, etc.), as follows: specified, relating to the city video surveillance system, including physical media, power and data connection to be implemented in the form of the mixed framework agreement on supplies and services — with economic prevalence of the former - pursuant to art. 54, paragraphs 1 and 3, of Legislative Decree 50/2016 and subsequent amendments:

- Maintenance, assistance and warranty extension for the current video surveillance system including hardware/software infrastructure for storing and managing images, devices serving the control room and the complex of data transmission and device power infrastructure (the latter in common with the system of electronic gates for access control to the ZTL). Added to this is also a small video surveillance system within the Municipal Police.

- Supply with installation of additional video surveillance devices including the necessary data transmission and power infrastructure.

- Provision of physical supports (poles or brackets) including the necessary data transmission and power infrastructure to accommodate new electronic access control devices to the ZTL or variable message panels, both, however, excluded from the supply.

- Maintenance, service and extended warranty for new devices.

- Interventions to upgrade or modify the current data transmission infrastructure.

- Out-of-warranty device maintenance or replacement.

The City Administration with the Framework Agreement does not undertake to achieve the estimated maximum value. The winning economic operator will be required to provide the services requested from time to time at the price and under the conditions set out in that agreement, solely on the basis of actual needs, and will have nothing to claim if, during the term of the agreement, no supply/service is commissioned or even if only part of it will be commissioned.
