Finnmark county, Sør Varanger municipality and Forsvarsbygg have entered into a cooperation contract for the procurement of environmentally friendly energy in the form of circulating hot water to the following buildings in Svanvik:

— Folkehøyskolen (Finnmark fylkeskommune),

— Pasvik skole (Sør Varanger kommune),

— Grensestasjon Svanvik (Forsvarsbygg).

After the competition three identical contracts shall be signed with Finnmark county, Sør Varanger municipality and Forsvarsbygg respectively.

By changing to more environmentally friendly energy production, the awarding authorities are fulfilling central requirements on the reduction of CO2 emissions.

In order to achieve the aims a cooperation is needed with private actors, who through long term contracts will get the assignment of providing energy (district heating or local heating). The awarding authorities will provide sites as needed that the contract partner can use for the establishment of a new energy central.

The awarding authorities will themselves also be responsible in the future for the distribution network within their own area.

Forsvarsbygg has previously carried out several equivalent competitions for the delivery of district heating and experiences from previous competitions have been positive. In addition to the environmental gains, Forsvarsbygg has experienced a considerable reduction in energy costs, something that again gives reduced running costs.
