The Paris Agreement and the 2030 Agenda set the course for climate protection and the transformation of the global economy. In order to achieve these goals, it is crucial, among other things, how successfully states integrate social aspects into the development and implementation of environmental and climate policy measures. International cooperation in this area is therefore of particular importance. The purpose of the project is to provide technical support for an effective analysis and the goal-oriented design and implementation of an exchange format on an international level for a socially oriented, ambitious and sustainable climate and environmental policy.
The aim of the project is to enable and implement a goal-oriented, effective exchange with regard to the challenges and opportunities of a social design of climate and environmental-political transformation processes. This is intended to create a better understanding of the initial situation, key actors and successful solutions. Through the exchange, best practices can be identified at the institutional and instrumental level and, if necessary, adapted to national approaches. This contributes to a broader social acceptance of ambitious environmental and climate policy, which in turn results in faster and more effective implementation of environmental and climate policy.
For an effective exchange with a high level of ambition, an analysis of the initial situation, central actors and interests as well as the status of the discussion in the selected countries is required. The country selection should include global actors from industrialized, emerging and developing countries. The analysis should identify and categorize main obstacles and develop suggestions for strategic handling and solution development. The analysis must specifically address the institutional framework and corresponding changes. The analysis should present strategies, instruments, measures and networks that have arisen in the context of the social flanking of environmental and climate policy in the respective countries. The results of the analysis should be presented in a report.
Building on this, a workshop concept for the exchange must be developed and implemented. Existing exchange and cooperation formats (e.g. Powering Past Coal Alliance, PAGE (Partnership of Action on Green Economy), SDSN (Sustainable Development Solutions Network)) are to be analyzed and supplemented in order to avoid duplication, to generate synergies Identify possible links. Within the workshops, the exchange of best practices, instruments, measures and institutions as well as network activities should be the focus.
On the one hand, political recommendations for action for environmental and climate policy are to be derived from the results obtained. This is done through the written preparation of the results as well as the graphic preparation of selected results. Suitable results of the project should be fed into the work of the BMU and serve to implement environmental and climate policy even more successfully and in a socially acceptable manner.
On the other hand, a concept is to be developed in which a suitable format for long-term cooperation is to be presented. Both reports should be available for the final workshop and, if necessary, presented to the public.
Among other things, the following questions should be addressed:
- What challenges and opportunities exist in the social design of environmental and climate-related transformation processes in Germany and in selected other countries?
- What solutions exist at the institutional, instrumental and process-related level in Germany and in selected other countries?
- How can sub-national and non-state actors (e.g. trade unions, charities, UN organizations, cities) be meaningfully included in the social design of environmental and climate policy transformation processes?
- How can different countries and actors best learn from each other?
- To what extent are the initial situations in Germany and other countries the same, what recommendations for exchange can be drawn from this?
These points should be presented and evaluated in an analysis. With reference to the initial situation presented under 1. Background and based on the analysis, a workshop concept for the exchange on an international level is to be developed. Finally, the selected workshop activities are to be implemented, their results presented and a concept for long-term cooperation presented.
The workshop concept must be agreed with the client before implementation. All reports must be coordinated with the client before finalization.
