Like many other organizations, SURF makes use of external persons and organizations to carry out activities. Sometimes there is a (temporary) peak in work or dropout of regular employees, which means that extra or replacement personnel capacity is required. Or is a flexible employment relationship preferable to an employment contract with SURF for reasons of risk management (eg in the case of temporary cash flows).
However, a specific part (lot 4) of the assignment DOES concern the recruitment of employees for an employment contract with SURF. This concerns certain positions that are difficult to fill.
