1. The subject of the proceedings is the construction/extension of access roads to the S-14 expressway and improvement of communication in the Złotno/Teofilów housing estates in Łódź in the design and build system, divided into 3 tasks:
1.1. Task 1 - Extension/reconstruction of Rąbieńska Street on the section from Szczecińska Street (without the intersection) to Traktorowa Street together with the intersection up to Snopowa Street and extension of Wykowa Street on the section from Rąbieńska Street to Kotarbińskiego Street;
1.2. Task 2 - Construction of Kaczeńcowa Street on the section from Rąbieńska Street to Odrowąża Street;
1.3. Task 3 - Construction of Wojska Polskiego Street from the project. Kaczeńcowa Street to Traktorowa Street and reconstruction of Traktorowa Street on the section from the project. Wojska Polskiego Street to Judyma Street.
2. The total length of the designed road system is about 5 km.
3. The order is to be executed in the design and build mode.

2. The total length of the designed road system is about 5 km.
3. The order is to be executed in the design and build mode. As part of the subject of the contract, the contractor is obliged to:
3.1. develop complete design documentation along with obtaining the necessary conditions, opinions, agreements, and
- preparation of materials for submitting an application in order to obtain a decision on environmental conditions for consent to the implementation of the project and obtaining a decision,
- preparation of a water law survey in order to obtain a water permit,
- updating the concept of road system construction developed by the Municipal Urban Workshop in Łódź,
- development of the concept of drainage of access roads to the S-14 expressway in the Złotno/Teofilów housing estates in accordance with the guidelines contained in the technical requirements of the Water Supply and Sewage Plant in Łódź (letter ref. WTT.423.468.2022/T/DW of 21.09.2022) and in the Functional and Utility Program,
- obtaining the necessary permit or notification of works in accordance with the Act of 7 July 1994. Construction Law (i.e. Journal of Laws of 2021, item 2351, as amended),
- preparation of materials for submitting an application in order to obtain a decision on the permit for the implementation of the ZRID road investment in accordance with the Act of 10 April 2003 on special rules for the preparation and implementation of investments in the field of public roads (i.e. Journal of Laws of 2022, item 17, as amended),
- obtaining all administrative decisions necessary to carry out the investment task entitled: "Construction/extension of access roads to the S-14 expressway and improvement of communication in the Złotno/Teofilów housing estates in Łódź".
Design documentation should be developed in accordance with the Regulation of the Minister of Development and Technology of 20 December 2021 on the detailed scope and form of design documentation, technical specifications for the execution and acceptance of construction works and the functional and utility program and relevant legal regulations.
3.2. execution of construction works on the basis of agreed projects,
3.3. preparation of a project of permanent and temporary organization of works with a set of required arrangements,
3.4. execution of geodetic inventory along with providing the Ordering Party with as-built documentation,
3.5. notification of completion of works and obtaining an occupancy permit,
3.6. ensuring the author's supervision by the authors of the Project Documentation who are authorized to perform independent technical functions in the construction industry – in accordance with the applicable provisions of the Act of 7 July 1994. Construction law throughout the entire period of implementation of the subject of the Agreement.
4. The order should be carried out in accordance with the detailed description of the subject of the contract contained in Annex 1 to the SWZ – Description of the subject of the contract – Functional and Utility Program together with attachments and on the terms set out in Annex 2 – Draft provisions of the contract.
5. The investment will be co-financed from the funds of the Government Fund Polish Governance: Strategic Investment Programme (No. Edit2/2021/4502/PolskiLad).
