Conversion and extension of the Bernau freight shed - planning services

The city of Bernau near Berlin intends to carry out extensive expansion and conversion measures to set up a multifunctional meeting place for youth, cultural and leisure events for the subsequent use of the former goods shed in Ladestraße. In addition to the renovation of buildings and the preparation of use-specific rooms that can be accessed barrier-free, comprehensive measures for energy and fire protection upgrades are required.

The building, which consists of two sections - the former goods warehouse (approx. 350 m² NUF plus basement) with the characteristic covered loading ramps to road and rail as well as the adjoining two-storey administration wing (approx. 200 m² NUF plus attic) - was formerly used by the Reichsbahn or .DB as a freight station. The property was acquired by the city of Bernau and temporarily protected from vandalism.

As part of a feasibility study from 2021, digital as-built documents (rough measurement) as well as usage concepts with expansion variants were created.

The city of Bernau near Berlin was then able to win an association as a potential tenant and draw up a usage concept including a spatial and functional program. The association has been successfully working with young people in Bernau for many years with a focus on dance. In addition, the space program provides for parts of the premises (dance halls) to be able to be used flexibly and multifunctionally, e.g. for larger events for up to 299 people, such as concerts, disco, etc.

The particular challenge of the planning and monitoring task lies on the one hand in the creation and development of an interdisciplinary overall concept that connects the sometimes competing departments in a high-quality manner and, on the other hand, in the monitoring of the construction of this vision in the smallest of spaces between a busy railway system and a P+R parking lot.

The estimate for the construction costs is around EUR 5.49 million gross (KG 300: EUR 3.68 million gross; KG 400: EUR 1.81 million gross). The cost estimate for the outdoor facilities (GK 500) is EUR 50,000 gross.

Planning is scheduled to begin in February 2024. Construction is scheduled to begin in February 2025. Completion is scheduled for July 2026.

The planning service is to be awarded in 2 lots. The client reserves the right to allocate the lots together.

When applying for both lots, the documents must be filled out separately for each lot.

Scope of services: Object planning of buildings and interiors + object planning of open spaces + structural design + specialist planning of fire protection + specialist planning of building physics (thermal insulation, building and room acoustics)

- Scope of services, object planning, buildings and interiors in accordance with § 33ff HOAI. Basic services of service phases 1 to 9 as well as special services: 1) On-site inventory and updating of the as-built documents. 2) Evaluation of documents handed over, in particular the feasibility study for the subsequent use of the goods shed. 3) Preparation and updating of a room book for building management purposes. 4) Preparation of a perspective presentation of the draft for public relations and committee participation.

- Scope of services, object planning, outdoor facilities in accordance with § 39ff HAOI. Basic services of service phases 1 to 9 as well as special services: 1) Updating existing planning documents, creating inventory maps. 2) Concept development for the creation of an outdoor facility design suitable for the design of the goods shed conversion with modification of the immediately adjacent existing parking lot and unused railway area as a working aid for decisions and negotiations on the necessary land acquisition.

- Scope of services for structural engineering in accordance with § 51ff HOAI. Basic services of service phases 1 to 6 as well as special services: 1) On-site inventory. 2) Evaluation of documents handed over, in particular the static-constructive preliminary investigation of the roof and wall constructions. 3) Engineering control of the execution of the structure for compliance with the tested static documents. 4) Participation in the supervision of the execution of the structural interventions during conversions and modernizations.

- Scope of services for fire protection planning in accordance with AHO issue no. 17. Basic services of service phases 1 to 5 and 8 as well as special services: 1) On-site inventory. 2) Evaluation of documents handed over, in particular the preliminary investigation on fire protection. 3) Update of the fire protection concept, which in principle can be approved, to include the results of the preliminary examination of the building supervisory authorities or requirements of the test expert/test engineer. 4) Participation in the technical acceptance of special components, systems and equipment for the determination of defects. 5) Preparation of fire brigade plans according to DIN 14095. 6) Preparation of escape and rescue plans according to DIN ISO 23601 and DIN EN ISO 7010.

- Scope of services for technical planning in building physics in accordance with § 3 in conjunction with Annex 1 HOAI

- Department of Thermal Insulation and Energy Balancing. Basic services of service phases 1 to 7 as well as special services: 1) Inventory of the existing building, determination and evaluation of characteristic values.

- Department of Building Acoustics. Basic services of service phases 1 to 7 as well as special services: 1) Inventory of the existing building, determination and evaluation of characteristic values. 2) Measurement determination of the relevant external noise level as a basis for the building acoustics evaluation.

- Department of Room Acoustics. Basic services of service phases 1 to 7 as well as special services: 1) Inventory of the existing building, determination and evaluation of characteristic values. 2) Computational simulations of the room acoustic behavior of the divisible hall in different states (divided into 3 separate dance/practice halls as well as up to 3 event scenarios in the undivided hall). 3) Metrological verification of the quality of the construction and of component and room properties (in particular room acoustic functionality of mobile hall partition walls).

The assignment takes place in stages. Initially, the commissioning of work phases 1 to 4 is planned.

Scope of services: Technical equipment, plant groups 1 to 8

- Scope of services for technical planning of technical equipment in accordance with § 55ff HOAI. Basic services of service phases 1 to 9 for plant groups 1 to 8 as well as special services: 1) Inventory, graphic representation and recalculation of existing plants and plant components. 2) Creation and updating of the technical part of a room book. 3) Updating of the execution plans (floor plans, sections, elevations) up to the existing building.

The assignment takes place in stages. Initially, the commissioning of work phases 1 to 4 is planned.
