08-UDE-2023 Open tender contest for the procurement of sex education in Oslo schools

Oslo municipality c/o the Education Agency, henceforth referred to as the contracting authority, invites tenderers to an open tender contest for the procurement of Sex education in Oslo schools.

The purpose of the procurement is to ensure that students receive relevant and up-to-date knowledge and information related to sexuality. Students will also learn about the services that are available for young people who would like more information, support or medical assistance. Furthermore, the purpose is that teaching should be cross-curricular while focusing on attitudes.

The Education Agency has set requirements for the assignment, see attachment 1 in Annex 2. SSA-O (the Norwegian Government's Standard Terms and Conditions for Consultancy Services) attachments.

The service will be provided during the 2023/24 and 2024/25school periods, which constitutes a duration of two (2) years. The contracting authority has an option to extend the contract for an additional 1 (one) + 1 (one) year on the same terms.

The estimated contract value is NOK 9 million for the contract period including options.

Sex education is about technical knowledge related to sexual health and pregnancy, but also about attitudes and identity. Schools should focus on diversity, inclusion, respect and dignity. Respect and tolerance for people with different sexual orientations and identities is part of the work of raising awareness.

The purpose of the procurement is to ensure that students receive relevant and up-to-date knowledge and information related to sexuality. Students will also learn about the services that are available for young people who would like more information, support or medical assistance. Furthermore, the purpose is that teaching should be cross-curricular while focusing on attitudes.

The schools have clear guidelines and routines through Chapter 9A of the Education Act, which states in §9 A-3 that the school shall have zero tolerance for offences such as bullying, violence, discrimination and harassment. Furthermore, §9 A-4 refers to the obligation of the school to ensure that all safe have a safe and favourable psychosocial school environment.
