The content of this call for tenders is the management of the BMG's procurement measures. This includes the execution of the operational business in the execution and processing of contracts for the procurement of protective equipment, medical-safe devices and, if applicable, other consumables and supplies with tasks in Germany and China that are related to the COVID-19 pandemic and arise during the term of the contract. The services of the operator essentially include the handling of the purchasing processes of all procurement channels, the monitoring and accompaniment of the quality inspection procedures as well as the coordination and control of all other organizations involved in the process, such as: Consignees, quality inspectors and logisticians.
The operational management services described in section II.1.4) relate to the following procurement channels: direct procurements of the BMG, procurements via the procurement offices of the BMVg, BMF and BMI, procurements via the corporate partner network, procurements via a logistics company, tender procedure "mask production in Germany", open house procedure as well as donations and medical equipment. The services to be provided within the framework of these procurement channels include holistic project and contract management, including all related process steps.
In addition to the services to be provided directly in connection with the individual procurement procedures, the following services covering the procurement procedures must also be provided within the framework of operational management: In the complex of topics "Coordination and Control of Logistics", the main task is to coordinate and control the logistical chains, such as (intermediate) storage in Germany and the distribution of products. In the complex of topics "Invoice processing, reporting, reporting platform/documentation", the main tasks are the documentation of all procurement measures and ongoing reporting to the client. For the topic of "quality assurance and test procedures", the operator must ensure that the required quality standards are always required and that the associated quality tests are always carried out. "Project Management & Strategy Development" includes, in particular, strategic consulting, including the creation of concepts or templates and their presentation, in the alignment of the client's procurement activities and processing. Finally, tax and customs issues related to procurement must also be dealt with, which are mapped in the corresponding complex of topics.
The operator is responsible for the overall control and coordination of the management. The complexity of the nature of the operator's task of coordinating the numerous external service providers, quality testing institutes, suppliers, state and private intermediaries for the BMG requires uniform responsibility from logistics to accounting for targeted processing. The individual procurement channels as well as the overarching topics are closely interlinked. The process chains must be effectively coordinated with each other and are often interlinked. For example, logistics services must be coupled in order to achieve the highest possible cost-effectiveness, defined quality standards must be adhered to, and test processes must be carried out identically. The invoice processing steps to be prepared and implemented by the operations management must be coordinated on a daily basis with the logistics managers and quality managers in order to avoid overpayments and underpayments. The development of strategic recommendations must take into account all individual processes.
A total requirement of 41 full-time equivalents (FTEs) is assumed for order execution.
