The Framework Agreement is divided into three instalments:

— a firm section relating to the preliminary study of the solution to be put in place;

— a first conditional tranche relating to the development of the common basic voting tool;

— a second conditional tranche relating to the “customization” of the basic tool and its implementation according to the constituencies in which the vote will have to be organised.

A complete description of the architecture of the solution desired by the contracting authority is set out in Annex 4 (with the timetable for implementation of this Framework Agreement).
