The aim of the tender is to select high-quality organizations in a transparent manner for the supply of temporary staff (from scale 9), in order to conclude framework agreements with up to five (5) organizations per plot, for the benefit of the municipality of Neder-Betuwe.

This plot concerns hiring temporary staff for management and department management functions for the entire organization and internal advice/management functions for the Business Administration Pillar, including in the areas: process management/project management, personnel and organization, finance, control, policy and strategy.

This plot concerns program and environmental management functions within the Physical Pillar.

Program Manager (Process Manager)

The program manager leads a program. Programs are comprehensive and multidisciplinary in character. In this role, it is about unifying multiple, related projects that must lead to a achievement of the pre-set -often complex- programme objectives. This involves a substantial organizational task, such as, for example, the implementation of the Environmental Act or the Energy Transition. The program manager works on behalf of a steering group, consisting of official and administrative clients, and is responsible for this (interim).

The role of programme manager has a strategic character and is complex, given the large number of interrelated issues and processes that need to be directed. The program manager is responsible overall for the integral control of the entire process, whereby the realization of the goal must be kept in mind. The programme manager maintains the overview, gives guidance to the tractors of the individual partial assignments, coaches and guides them and facilitates and guarantees the interconnection and alignment. In addition, the program manager also actively collaborates with external stakeholders where necessary.

The program manager proactively directs on the timely and adequate delivery of the intended and supported (partial) products and results, monitors progress, quality, coherence and uniformity and is responsible for good administrative and administrative decision-making. To this end, the program manager will prepare decision documents.

Furthermore, the program manager manages the (available) budget, organizes the necessary knowledge development within the organization, monitors the integral planning and ensures risk management, both political-administrative, social and financial.

Environmental Manager (stakeholder management)

The environment manager forms the link between a (spatial; civil) project (team) and the environment and therefore responsible for bringing together the interests of the project and the mapping of the environmental parties and their wishes and interests. The environment manager acts as an intermediary between the (internal) project organization and (external) stakeholders, is responsible for the contact with the environment and is the point of contact for the various parties (residents, companies, developers, contractors) in the area. In addition, the environment manager identifies topics that may affect (the quality of) the project, the environment manager brings them back to the project team and advises on this.

The environment manager optimally represents the interests of all parties involved, looks for joint and works on understanding and trust in the environment and on effective cooperation and communication with environmental parties. For example, the environment manager contributes to the (social) support for the project. The environment manager does this, among other things, by organizing and providing information and participation meetings.

Urban Planning

This plot concerns the specialist position of urban planner.

Urban Planner

The urban planner advises integrally together with fellow policy advisors on (new) spatial developments and concrete initiatives. These tasks can be complex and very diverse in nature. It may be new developments, restructuring or job change. The urban planner is expected to provide his/her advice in a professional, creative and innovative way. The urban planner sees opportunities and knows how to entice initiators to convert these opportunities into investments in the field where spatial quality is guaranteed or improved/strengthened. The following activities belong to the Urban Planner's tasks package: Drawing up urban planning advice, analyses, designs and visions including alignment with all relevant other disciplines; Participating as an advisor in the management room and the construction consultation (the future 'intake-' and “environment tables” under the Environment Act), project groups and in partnerships with external parties; Presenting plans to residents, within design and project teams, to external parties and, if necessary, in administrative meetings.

Social Pillar

This plot includes functions within the Social Pillar, among others in the field of WMO, participation act and youth law and related laws and regulations, sports, education, culture, recreation, public order and safety (and disaster relief), income support, debt assistance and welfare work. This concerns policy employees, consultants, consultants, a legal quality employee, process management/project management, environmental management and coordinators from scale 9.
