The Contracting Authority shall inform and emphasize that it limits the number of tasks (parts) for which the Contractor may submit a tender to two parts, and stipulates that the Contractor may only submit one offer for tasks (parts) 1 to 4 (parks, areas for future parks). The submission of a partial tender by one Contractor over the permissible number (two parts) or in two parts 1 to 4 shall result in the rejection of any partial offer made by the Contractor in this proceeding as incompatible with the provisions of the Act (Article 226 (1) (3) of Act Pzp). The Contracting Authority points out that the limitation of the possibility of submitting partial tenders by one Contractor is intentional and justified by the scope, value and duration of each part, as well as the previous experience of the Ordering Party resulting from the execution of previous contracts for the analogue scope in question, as well as enabling participation in the proceedings and execution of the order of small and medium-sized enterprises. In addition, the restriction of the possibility of placing only one bid for areas 1 to 4 covering parks and areas for future parks is justified by the scope to be carried out (in particular the area of the land for maintenance of cleanliness and the area of pedestrian strings, pavements that are safe to maintain winter), and is due to the need to ensure cleanliness throughout the area of parks at the same time, as well as to ensure safety on pedestrian strings and safe surfaces during winter maintenance (undertaking snow removal and sand sleeping at equal times throughout the area). The implementation of works by one Contractor in more than one area of parks and areas for future parks due to the extensive area and scope of work prevents the proper execution of the subject of the contract, ensuring the safety of users and the required standard of maintenance, therefore it is necessary introducing the above-described restriction.

2. The Contractor should complete and sign the tender form with the attachments or submit an offer corresponding to their content, using a qualified electronic signature and post on the platform provided by the Ordering Party at https://www.soldea.pl/epz/epz/.

3. The Contractor must attach to the tender all documents and statements and attachments presented in the SWZ signed using a qualified electronic signature.

4. Conditions for the execution of the order are contained in the proposed provisions of the contract concluded in the SWZ.
