The Norwegian Veterinary Institute invites tenderers to an open tender contest, cf. FOA § 14-1 for the procurement of a framework agreement for assistance, finance and performance management.

Description of the entity

The Norwegian Veterinary Institute (VI) is a biomedical stand-by and research institute with animal health, fish health and food safety and animal feed safety as its core areas. As the authorities' most important provider of knowledge for prevention, advice, handling zoonosis and serious infectious diseases, we take care of an important assignment in society. The Norwegian Veterinary Institute also provides services and communicates knowledge to businesses, professionals and animal owners. The entity in Oslo shall move and be co-housed with NMBU at Ås in 2019.

The Norwegian Veterinary Institute would like to hire in consultancy services on a project and hour basis. The Norwegian Veterinary Institute does not have enough competence in complicated auditing and legal problems, connected to, for example, changes in government accounting standars, audting the annual accounts as well as other problems connected to performance management. More concrete deliveries will be specified in the call-offs.

Scope.

The Norwegian Veterinary Institute estimates that the contract value will be approx. 3 000 000 NOK over 2-4 years. The contract's estimated value is an estimate that is in no way binding for the contracting authority. Estimated distribution: Financial management — approx. 1 000 000 NOK.

Performance management — approx. 2 000 000 NOK.

Procurement procedure, open tender contest, cf. FOA § 14-1

The procurement will be carried out in accordance with the Act from 16.7.1999 no. 69 on public procurements (LoA) and the public procurement regulations laid down by Royal Decree 7.4.2006 no 402 (FOA), part III, §14 -1(1). This means that all those who would like to participate in the competition can submit documentation for the qualification requirements and a tender together. Submitted tenders shall include all the necessary information that the contracting authority needs to evaluate the tender.

Negotiations are not allowed in this contest. Tenders cannot, therefore, be changed after the tender deadline has expired. Furthermore, attention is drawn to the fact that tenders that include deviations, reservations, errors, uncertainties, are incomplete etc., which can lead to doubt as to how the tender shall be evaluated and compared with the other tenders, shall be rejected in accordance with the FOA § 20-13. Tenderers are therefore strongly encouraged to follow the instructions in this tender documentation and annexes and possibly ask questions if there is uncertainty.

All communication between the Tenderer and the Contracting Authority shall be sent to the Contracting Authority's contact person via the ‘Questions and Answers’ function in our electronic tender system. All questions and answers will be made anonymous and available for all tenderers. Enquiries received later than the deadline for questions will be not answered.
