The subject of the measure according to § 16 SGB II in conjunction with § 45 SGB III is activation and professional integration. Other objectives include introduction to the (training and) labour market, intensive support for placement in a job subject to social security contributions and stabilisation of employment.

The aim is to find employment subject to social security contributions with an income that terminates or at least reduces the receipt of benefits, i.e. primarily with a gross salary of at least 12.00 euros per hour. For participants without (further) time restrictions (e.g. due to childcare), full-time employment should be sought.

Participants are employable persons who receive benefits under the Second Book of the Social Code (unemployment benefit II).

The first target group are people who have so far received income from a so-called mini-job (up to 520.00 euros per month) or a so-called midi-job (between 520.01 euros and 2,000.00 euros per month). They have already gained professional experience in the course of their working life and are pursuing a professional activity. In principle, these are customers who are capable of mediation with little or no mediation obstacles.

The second target group consists of people whose self-employment (main or secondary trade) is not sustainable in the long term from the point of view of the responsible placement specialists of the job centre - therefore the future focus must be on taking up an activity subject to social security contributions. This group of people has also already gained professional experience in the course of their working lives. Here, too, these are customers who are basically capable of mediation with little or no barriers to mediation.
