Procurement of consultancy, development and support services for the Church of Norway within ICT.
This notice is for the procurement of consultancy, development and support services to cover the need for system owners and for the entities, primarily central in the Church of Norway. Joint system landscape has been developed that will gradually be developed in line with the procurement of new joint systems and integrations between the system and existing systems.
The Church of Norway has big ambitions to improve its digital services. We need framework agreements with consultancy and development environments that can assist us in short or long assignments for the further development of what we have and the establishment of new digital services. We will emphasise joining up with environments that can document that they work in accordance with modern development methods and can refer to concrete results for their customers.
The trend within ICT development is for more iterative work, i.e., with frequent and user-centric improvements. We would like to work in a product team where the team is responsible for development, improvement, and management, including information security and personal protection requirements. Our development will also be based on Software as a Service and Public Cloud services. We have started the journey in the direction of DevOps development and management. We use Azure DevOps for code control, requirement and activity management and documentation where possible, and use Azure as the preferred environment for development and to establish new services.
We also need consultancy services to support the owner side in strategic choices, further develop our portfolio management, and to work with joint architecture principles and a continuous system landscape. We need competent consultants for this who have experience with digital transformation, automation, deep technical insight into modern system architecture based on cloud services, and procurements of such systems/services.
The strategic goal for Kirkepartner AS is that all services delivered from Kirkepartner must be only based on public cloud services by 2025. The company will no longer produce services from its own computer room after this.
A large challenge for the Church of Norway is to use existing systems from a third party in a better way. Information that is created locally must coordinated better that it currently is in order to ensure re-use of data and more automated processes. This requires that the Church of Norway builds up joint infrastructure that receives, saves, processes, and makes data available. The Church is now working on several such projects.
