With the present tender, the state is looking for a service provider who compiles a basic catalogue of modular elements including bicycle parking facilities, procures the corresponding elements on the basis of existing models and stores them properly, and in a second step organises and processes the provision (loan) of the elements for municipalities. After completion of the project, the elements are sold by the service provider.

The municipalities in Baden-Württemberg can borrow the modular elements. Transport and assembly/dismantling is basically the responsibility of the municipalities. However, the municipalities are entitled to commission the service provider to do so.
