This contract is a framework agreement for services whose purpose is methodological and scientific support by experts:
- in the execution of the scientific activities of the Brussels Institute of Statistics and Analysis (IBSA), one of the departments of Perspective. (lots 1 to 17)
- in the execution of specific missions of the Brussels institutions members of the Regional Technical Committee for Statistics and Analysis as well as the Health and Social Observatory, Visit.brussels and hub.brussels for the realization of analyses, studies, evaluations of public policies or surveys (lot 18)
During the term of this framework agreement, the IBSA (Perspective) or a contracting authority may entrust one or more experts, with whom each lot of it is concluded, to carry out a mission. Missions can be launched for one or more batches at the same time.
This framework agreement is concluded in accordance with Article 43 of the Law of 17 June 2016 and is multi-awarded.
This framework agreement comprises eighteen separate lots.
Scientific and methodological support related to economic activity in the Brussels-Capital RegionThe analyses carried out at the IBSA in this area systematically focus on the Brussels-Capital Region. They may concern the overall economic activity of the Region or a specific sectoral analysis, a price analysis or be based on concepts relating to business demography, productivity, national accounts or the urban economy or economic transition.
Scientific and methodological support in the field of mobility and transportThe analyses carried out at the IBSA in these areas systematically focus on the Brussels-Capital Region. They are based on a wide variety of concepts, often complementary. The field of mobility and transport deals with the modes of transport used (vehicles, public transport, plane, bicycle, etc.), travel practices and their evolution (soft mobility, modal shifts, home-to-school and home-to-work journeys, etc.), accessibility, parking, freight transport and road safety.
Scientific and methodological support in the field of environment, climate and biodiversityThe analyses carried out at the IBSA in these areas systematically focus on the Brussels-Capital Region. They are based on a wide variety of concepts, often complementary. The environmental field must be considered in its broadest sense. It concerns in particular environmental diagnoses (air, climate, water, soil, nature and biodiversity, green spaces, etc.) and environment-society links (various pressures on the environment, responses and measures taken to protect the environment, the relationship of the population with its environment, etc.), in particular climate change and damage to biodiversity. The areas relating to the living environment and sustainable development are transversal. They have not only an environmental dimension but also social and economic dimensions.
Scientific and methodological support in the field of energy and geological resourcesThe analyses carried out at the IBSA in these areas systematically focus on the Brussels-Capital Region. The needs concern the support provided by the IBSA to the RBC Energy Assessment, as well as to the reflection on the energy crisis, the energy transition both by the decided exit of these modes of energy and by the scarcity of fossil resources. Scientific and methodological support in the field of spatial planning and housingThe analyses carried out at the IBSA in these areas systematically focus on the Brussels-Capital Region. They are based on a wide variety of concepts, often complementary. The field of spatial planning and housing deals with land use, the stock of buildings, property transfers, rents (their level, their possible supervision, their training), the comfort of housing, subsidies and allowances for housing, industrial parks and land, social housing stock, ownership structure, the link with households, new forms of cohabitation, unoccupied housing...
Scientific and methodological support in the field of tourismThe analyses carried out at the IBSA in this area systematically focus on the Brussels-Capital Region. They are based on very varied concepts, often complementary: the questions of new forms of renting by individuals of their accommodation for tourism purposes, overnight stays in hotels, the impact of major events on tourist attendance or the profile of tourists are areas of interest to the IBSA.
Scientific and methodological support in the field of cultureThe analyses carried out at the IBSA in this area systematically focus on the Brussels-Capital Region. They are based on very varied concepts, often complementary to the cultural field, whether French-speaking, Dutch-speaking, or new cultural forms.
Scientific and methodological support in the field of healthThe analyses carried out at IBSA in the field of health systematically focus on the Brussels-Capital Region. They are frequently carried out in collaboration with other institutions, particularly Community institutions. They are based on a wide variety of concepts, including access to care or the match between care supply and demand, health status and health practices, gender differences, mortality. Health is here to be understood in the physical and mental sense. These analyses are carried out in collaboration with the OBSS.
Scientific and methodological support for methodological developments, modelling or survey calibrationsThe methods used by IBSA to carry out its work are in line with good scientific practices. In particular, they are discussed within the IBSA Scientific Council.
The methodological and scientific support requested under this lot will strengthen this support for the analyses carried out by the various IBSA cells and/or have field expertise.
Scientific and methodological support for certain Brussels institutions for the realization of analyses, studies, evaluations of public policies or surveys (CENTRALE DE MARCHE)The studies and analyses carried out by the Brussels institutions cover the territory of the Brussels-Capital Region.
Scientific and methodological support related to the labour marketThe analyses carried out at the IBSA in this area systematically focus on the Brussels-Capital Region. They are based on concepts related to labour economics.
Scientific and methodological support related to research and technologyThe analyses carried out at the IBSA in these areas systematically focus on the Brussels-Capital Region. They are based on concepts related to the innovation economy or the digital economy.
Scientific and methodological support in the field of income, social inclusion and living conditionsThe analyses carried out at the IBSA in these areas systematically focus on the Brussels-Capital Region. They are mainly based on concepts of income measures, standard of living, household poverty, social assistance or household consumption and expenditure. They can rely on the processing of survey data.
Scientific and methodological support in the field of public financeThe analyses carried out at the IBSA in these areas systematically focus on the Brussels-Capital Region. They are mainly based on concepts of public economics and may also concern expenditure reviews.
Scientific and methodological support for the evaluation of public policiesThe IBSA conducts public policy evaluations at the request of the political authorities of the Brussels-Capital Region (ministerial cabinets and government) or in execution of an ordinance.
The expertise requested may concern aspects related to the conduct of public policy evaluation (approaches, approaches, etc.), the analysis of public policies, the method of research in the social sciences.

They are mainly based on concepts of population by age, sex or nationality, households, fertility, mortality, migration, invisible population because not officially enumerated, and population prospects.
