The purpose of this architectural contract is to designate a service provider, applications for urban planning permits for the study and monitoring of the execution of urban planning works in the Center-ville de Châtelet.

This project focuses on:

- the creation of a green esplanade continues on the old bed of the Sambre,

- the development and enhancement of green spaces on the banks of the Sambre,

- The development of a skate park / bike park and a playground on unoccupied green spaces.

The contract comprises a firm tranche consisting of the preliminary draft and the constitution of the application for subsidies as defined by the Ministerial Decree of 23.6.2013 implementing Article 6 paragraph 3 and Article 9, paragraph 3 of the Walloon Government Decree of 28.2.2013 relating to the granting by the Walloon Region of grants for the execution of operations and urban renewal as well as several conditional tranches identified below.

The "green flow" included in the urban renewal file and the subject of a project sheet (see Annex D) will be operationalized in 5 phases. Each of these phases requires the obtaining of subsidies. These phases are each composed of two conditional tranches A and B. The lifting of conditional tranches A is subject to the granting of subsidies for the phase concerned and to the recording of budgetary appropriations. The lifting of conditional tranches B is subject to the agreement on the project, the authorization to tender and the recording of budgetary appropriations.

The realization of each phase of the "green flow" (numbered 1.1 to 1.5 in general) is divided into two conditional stages:

- the 1 re , identified by the reference XA (where X corresponds to the number of the phase) corresponds to:

- the realization of the detailed project,

- the constitution of the application file for subsidies as defined by the ministerial decree of 23.6.2013 implementing the article 6, paragraph 3 and article 9, paragraph 3 of the decree of the Walloon government of 28.2 .2013 concerning the granting by the Walloon Region of subsidies for the execution of urban renewal operations, the respect and follow-up of the directives and constraints imposed by the SPW.

A tranches are released on the initiative of the contracting authority and subject to obtaining the decree defining the provisional amount of subsidies and the recording of the necessary budgetary appropriations.

After having received the agreement on the project, having received the authorization on the putting out of tender and the inscription of the budgetary credits, the 2 of conditional slice, identified by reference XB (where X is the number of the phase), will correspond to:

- preparation of the application file for the planning permission,

- the submission phase (CSC, metered),

- assistance to the client for the analysis of tenders as well as the coordination and monitoring of the site,

- the safety and health coordination mission is included in the mission of the project author.

This contract will have to be realized according to the procedure imposed by the SPW within the framework of project of urban renewal and must respect any other constraint imposed for the obtaining of subsidies:

- conditional phase: 1A "Development of the site on the banks of the Sambre" - preparation of the detailed project, preparation of the subsidy application file, (PM phase 1),

- conditional phase: 1B "Development of the site on the banks of the Sambre" - application for planning permission - submission (CSC, metered), assistance to the MO for the analysis of offers, coordination and site monitoring + coordinator mission health security (PM phase 1),

- conditional phase: 2A "Development of the part between phase 1 and the streets of the Déversoir, Eudore Pirmez, in esplanade ... (see documents of the market).
