The purpose of this Specification is to define in a summary manner the specifications, requirements, criteria and standards according to which the contracting and execution of the drafting work of the Huarte Municipal Stage Space project and, where appropriate, the construction management of the project must be carried out.

This contract will be awarded, in accordance with the provisions of article 234 of the LFCP, only in the event that the City Council of Huarte decides to carry out the execution of the work according to the project drafted as a result of this procedure and there is, in addition, adequate and sufficient credit in the corresponding year to finance the economic obligations derived from the realization of said Direction, as well as prior authorization of the expense.

The purpose of this Specification is to define in a summary manner the specifications, requirements, criteria and standards according to which the contracting and execution of the drafting work of the Huarte Municipal Stage Space project and, where appropriate, the construction management of the project must be carried out.

The execution of the contract includes:

a) The Drafting of the Basic Project and Execution of the Project for the construction of a scenic space in Huarte. The works include the drafting of all the phases of the project (preliminary project, basic project and executive project) and will also include the following elements:

Complete project of architecture and urbanization, visa, with all its phases: preliminary project, basic project and executive project.

Classified activity project

Project of electricity installations and air conditioning / ventilation visa.

Other installation projects.

Waste management, with a recovery of at least 70% of the waste.

QA.

Energy efficiency study.

Health and safety study in the project phase.

Geotechnical study.

The drafting of this Project will also conform to the determinations required by the Provincial Law on Public Contracts 2/2018 and by the Technical Building Code.

b) The Optional Management of the construction works of a scenic space in Huarte, in case it were to be executed.

This contract will be awarded, in accordance with the provisions of article 234 of the LFCP, only in the event that the City Council of Huarte decides to carry out the execution of the work according to the project drafted as a result of this procedure and there is, in addition, adequate and sufficient credit in the corresponding year to finance the economic obligations derived from the realization of said Direction, as well as prior authorization of the expense.

And consequently, the effective award of the Construction Management contract will occur at the time when the execution of the work is awarded on the basis of the selected project, and will include the authorization of the corresponding expense, not generating until then any right in favor of whoever has submitted the selected proposal.

On the contrary, in the event that the Administration decides not to carry out the works, the contractor of the drafting of the project will not be entitled to any compensation for not having produced the award of the construction management.

The direction of the works will include the directions of architecture, and directions of collaborating engineering and coordination of safety and health in the execution phase.

Therefore, the resolution terminating said tendering procedure will award the preparation of the project, as well as the optional management, conditioned on the award of the works contract that, where appropriate, is awarded on the basis of the approved projects.
