Technical equipment planning (LPH 7-9)
The city of Kelsterbach intends to convert and expand its fire station, whereby two parts of the building will be renovated and converted and an extension will be built anew. The fire station is located at Langen Kornweg 15/Staudenring in 65451 Kelsterbach, on a property used jointly with the Kelsterbach municipal enterprise (KKB). During the construction period, the fire brigade is to be outsourced to an interim on the same property. The project is currently in the implementation planning stage. According to the KG 400 cost calculation of the G-TEC Ingenieure GmbH office from 04.03.2021, chargeable costs amounting to a total of approx. €3.0 million net and per plant group between approx. €90,000 and €850,000 net per plant group (a detailed list of the respective chargeable costs is specified with the Invitation of suitable applicants to submit a bid) and engineering fees (LPH 7-9) of a total of approximately €280,000 net are assumed.
Applicants are provided with a project description and planning documents for technical equipment planning (floor plans, free system plan TA) along with the award documents. In addition, a site appointment can be made on request.
The award procedure here is intended to advertise the engineering services of technical equipment (LPH 7-9 according to § 55 HOAI, including special services if applicable) across the EU. In separate award procedures, the further (specialist) planner services (also LPH 7-9) have already been advertised and the surcharges have been awarded. The LPH 1-6 have already been commissioned with regard to property planning as well as for all necessary specialist planner services. A project manager (project management and project management) was commissioned to perform delegable client tasks. The preliminary, draft and approval planning was carried out from April 2020 to the end of 2021.
Execution planning is currently being carried out. Public funding is also to be used for the project. In this context, the technical equipment LPH 7-9 can only be tendered now. The subsequent allocation of construction services is to take place via individual trade awards.
The procedure is designed as a so-called negotiated procedure with competition, especially since applicants must also contribute their own ideas to the proceedings in this respect. There is a two-step selection process. In the first stage, eligibility criteria and references are mainly requested to determine whether the applicant appears suitable for the implementation of the project. In the 2nd level, all suitable applicants receive a letter asking them to submit an offer. This request to offer will include submitting a final offer price and presenting the applicant's concept for implementing the task. Negotiations on the content of the concepts or the price are reserved.
Bidder communities are allowed. Bidding groups must designate all members and one of their members as authorized representative or authorized representative for the conclusion and execution of the contract. Each member of a bidder community must submit the required certificates of suitability and declarations for themselves. Each member of the bidder community must also make a legally binding declaration for himself, according to which a legal form of joint and several liability is guaranteed in the case of an order. If the bidder wishes to use the capacities of other companies to fulfil the order, he must prove that the company meets the suitability requirements set. In addition, the bidder must prove that the capacity of the subcontractor is actually available to him, in which he submits, for example, a declaration of undertaking from the subcontractor.
