By means of this tender, the contracting authority intends to enter into a framework agreement for several years with an expert and independent market party for the advice and implementation, among other things, in the context of:
• valuations and expert advice;
• supervise expropriation procedures;
• purchase and sale of land and buildings;
• grondprijzenonderzoek;
• Advice and trajectory guidance regarding the rental and leasing of land.
In this way, the municipality complies with the obligation to have the value of land and immovable property objectively determined through an independent, registered appraiser when buying and selling.
An agreement is entered into with one service provider, the concept of which is appended to this tender document.
The agreement mainly consists of advising on the purchase and sale of real estate and issuing price advice on real estate transactions. The work to be carried out all falls within the remit of a specialist in the field of real estate. There is therefore no question of merging and because of the foregoing it is not desirable to divide the contract into lots; Sub-optimization would then occur. Moreover, the contract in its current size is easily accessible to SMEs.
The agreement is entered into for a period of at least two years and a maximum of four years. The effective date of the agreement is September 1, 2023.
