In the context of this contract (specifically for item 2 (central purchasing)), the FPS Interior will operate as a central purchasing body (pursuant to Article 2, 7°, of the "Public Procurement" Act of 17 June 2016).
Customers who can order services related to the developed software are:
- the FPS Interior,
- the main electoral offices set up during European, federal, regional and Community elections
- the parliamentary assemblies concerned.
Those contracting entities (the main electoral offices and parliamentary assemblies concerned) that will have recourse to the central purchasing body will thus be exempted from the obligation to organise a procurement procedure for the order of identical services via this central purchasing body.
This contract consists of a single lot, composed of two posts.
- The first item is a firm slice.
Development of a digital application allowing, on the one hand, political parties and election candidates to declare their election expenses and the origin of the funds used for these expenses and, on the other hand, allowing the main electoral offices and parliamentary committees concerned to process the declarations made
- The second item is a conditional tranche.
Central purchasing relating to services related to the use of the digital application developed (software maintenance service, support during elections, etc.) for which the Belgian State – represented by the FPS Interior – will function as central purchasing.
