Acquisition of medium-voltage switchgear at Kemppilä substation

Turku Energia Sähköverkot Oy renews the medium-voltage switchgear of the Kemppilä substation. The Kemppilä substation is located outside the turku city centre area, where access and delivery of goods do not require special arrangements. There is no storage option indoors, but in a fenced yard area, storage is possible. The tenderer is responsible for the intermediate storage and logistics of the material as a whole. Each bidder must participate in a tour of the site arranged by the Client in accordance with separate instructions.

The renewal will be carried out in such a way that the substation will have 1 main transformer and half of the medium voltage switchgear in use at all times. The new switchgear is implemented with a design voltage of 24 kV. At the initial stage, the switchgear is divided into two parts with different operating voltages of 12 kV and 24 kV. The components of the switchgear are shown in the main diagrams.

The planned contract period for the procurement is 15.3.2023 - 30.4.2024.

The acquisition includes all aspects below as planned, installed. probed, deployed and documented.

The tenderer is responsible for ensuring that the procurement forms a technically functional entity with the existing equipment of the Kemppilä substation and that meets the required technical characteristics. If, within these procurement limits, any element necessary for the operation of the equipment has not been mentioned, it shall be deemed to be part of the purchase and included in the purchase price.

The rough content of the acquisition is described below. In more detail, the specification is described in the appendices to the request for tender.

• 24 kV 2-rail medium voltage switchgear 2000A. Installed in two rows. The structural voltage of the switchgear is 24 kV. In part of the switchgear the operating voltage is 12 kV and in part of the switchgear the operating voltage is 24 kV. The operating voltage must be taken into account in the implementation of the procurement. Refinements are shown in the main diagrams.

- 3 pcs feed cells

- 1 pc rail circuit breaker cells

- measurements according to the main diagram

- 15 pcs of output cells, one of which comes to the station's self-drive transformer

- 2 ground fault compensation cells, which should also be able to be used as output cells

- (1 pcs different current transformer for self-drive transformer)

- Rail bridge, which must be cut off at least by separating blocks so that the second rail is energized and in use during work

• Protection relays for cells (electrical station automation specification)

• The current substation NETCONTROL GW502-iM is from 2017. The substation can be renewed with cabinets or the existing substation can be used according to the provider's own decision. This must be stated in the content of the tender and included in the procurement.

• The self-propelled transformer is placed in the interior of the substation. The purchase and installation of the self-use transformer is the responsibility of the Client. The KJ and PJ cabling of the self-use transformer and the construction of the cable route are included in the procurement. The location is shown in the floor plan of the station.

• Cabling, terminals and extensions

- All existing medium voltage supply and output cables will be renewed and included in the purchase. If, in the opinion of the Supplier, existing supply cables can be utilised, the Customer shall make a decision on this at its own discretion. With regard to the replacement of the output cables, the dimensioning of their length should take into account that the cables must be connected to any of the output cells without extensions, if necessary. The technical requirements and scope for the replacement of cables, terminals and extensions are set out in the annexes.

- Inside the fenced area of the station, extensions on medium voltage cables are not allowed.

- The swivel of the output cables (1 piece) with materials from the A-side cell K07 to the B-side cell K30 at the start of work is included in the price.

• Structural engineering works

- dismantling of the old switchgear and self-propelled transformer, as well as the removal and handling of all other dismantled material, in accordance with the Client's environmental programme and Finnish laws and regulations. The customer will have access to all the protective relays, supply circuit breakers and 2 circuit breakers of the old switchgear and 2 pcs of output cell circuit breakers as a whole. Em. Components must be disassembled and packaged so that they can be stored and reinstalled. Demolition and packaging work with materials is included in the procurement.

- the mounting rails required by the new switchgear and any other civil engineering work required by the new switchgear, such as floor perforation.

- Flooring: The floor of the current switchgear space requires reinforcement, which the Client commissions as a separate contract before the switchgear renewal is carried out. The principle picture of the floor reinforcement is attached to the invitation to tender. The final floor reinforcement plans and dimensioning are made based on the switchgear provided by the selected Supplier.

- the construction of all necessary fire breaks is included in the purchase

• Verification inspection

- the verification inspection of the acquisition is included in the acquisition. The verification inspection shall be carried out by an inspection body authorised by the TUKES.
