The reason for the OPEN procedure is found in article 131.2 of the LCSP that qualifies it as the award procedure ordinarily to be used, and also given that the amount of its estimated value exceeds 140,000.00 euros, it cannot be processed as a simplified open procedure or by abbreviated simplified open procedure.
