1. The subject of the contract is a service consisting in the development of a rainwater management system. 2. The subject of the contract includes in particular: 1) STAGE 1: a) Task 1: Measurement campaign. Measurement campaign covering the full 2 months during the period of intense rainfall – June-October, 6 positions measuring the filling of rainwater channels and indicated sections of the sanitary network, and at least 2 rain gauge positions. 2) STAGE 2: a) Task 1: Inventory and analysis of the current state – identification. Inventory of rainwater catchments, drainage ditches, flowing waters and water facilities, rainwater sewage system and indicated sections of sanitary sewage system in the city of Żary and analysis of their current state. b) Task 2: Hydrodynamic modelling of the drainage system loading into the watercourses modelled within the city limits of Żary. Development of a simulation model of the rainwater network calibrated based on the results of the measurement campaign. c) Task 3: Hydrodynamic modelling of the section of the sanitary system gravitating to the watercourses modelled within the city limits of Żary. Development of a simulation model of the indicated sections of sanitary sewage system calibrated on the basis of the results of the measurement campaign. d) Task 4: Analyze the system using a simulation model. System analysis using a simulation model. Identification of critical points (bottlenecks and range of influence on other system components, possibility of mixing wastewater without physical connection, etc.) sewerage and hydraulic reserves of the canal network. e) Task 5: Delivery of computer software with a database obtained by the Contractor, which will allow visualization and sharing of measurement data via the on-line information platform along with its implementation. f) The subject of the contract (stage II) also includes: - purchase, delivery, assembly and commissioning of one rain gauge with on-line data access, - purchase, delivery, assembly and commissioning of two flow meters with on-line data access, - purchase, delivery, assembly and commissioning of a computer to operate the network monitoring program, - purchase and delivery of a tablet with Internet access, in order to enable the network manager to use the visualization and model in the field, on the terms set out in the Description of the Subject of the Contract. 3) STEP 3: a) Task 1: Develop a capacity plan. Development of a plan for the potential of the area conducive to the retention and implementation of green infrastructure. b) Task 2: Summary of network infrastructure solutions, modernization works and assumptions of the monitoring system. Development of the concept of target monitoring of rainwater sewage system. Indication of network infrastructure solutions. Modernization works and assumptions of the monitoring system. c) Task 3: Development of catchment division maps for the analyzed area with a description of surface courses and standing waters, as well as maps of hydrogeological conditions, m.in. with an indication of the depth of occurrence of the first (near-surface) groundwater level. Development of a design concept with an estimate of the initial costs of the expansion of the storm water drainage. Development of the design concept with estimation of the initial costs of implementation. 3. The subject of the contract also includes training in the use of the provided computer software by the Contractor for modeling the rainwater sewage system, as well as the provision of technical assistance in this respect, on the terms set out in the Description of the Subject of the Contract. 4. The detailed scope of the subject of the contract is included in Annex No. 1 to the SWZ – Detailed description of the subject of the contract and the Draft Agreement, which constitutes Annex No. 2 to the SWZ.
